Description
The United States Department of Commerce (DOC), National Institute of Standards and Technology (NIST), Acquisition Management Division (AMD) intends to negotiate, on a sole source basis, with Energetiq Technology, Inc. (a subsidiary of Hamamatsu), 205 Lowell Street, Wilmington, MA 01887 USA for the purchase of one (1) High-Radiance UV-VIS Light Source to be utilized by NIST�s Physical Measurements Laboratory (PML). The statutory authority for this acquisition is 41 USC 3304(a)(1); FAR 13.106-1(b). ***** Sole source determination is based on the need to acquire one (1) High-Radiance UV-VIS Light Source. The National Institute of Standards and Technology (NIST), Physical Measurements Laboratory (PML) requires one high-radiance UV-VIS light source, also called a laser driven light source, to measure the spectral (200 nm to 700 nm) bidirectional scattering distribution function (BSDF) of a wide variety of materials. The UV-VIS light source will be integrated into a BSDF instrument that is currently being procured, enabling it to perform high signal-to-noise measurements in the UV-VIS spectral region. This UV-VIS light source will help the Sensor Science Division meet its mission to advance the measurement science of the optical properties of materials by enabling NIST to measure the BSDF of a diverse array of materials. Upon publication, the BSDF measurements will directly support the aerospace, remote sensing, and healthcare industries by providing trusted and traceable data for optical models. High signal-to-noise measurements require spectral power densities of 0.1 mW/nm or greater in the 200 nm to 300 nm spectral range, and 0.3 mW/nm or greater in the 300 nm to 700 nm range. These power densities are necessary to measure the BSDF of low-reflectance materials, as well as the off-specular reflectance of polished optical surfaces. The spectral range of 200 nm to 300 nm is necessary to measure the reflectance of materials important for germicidal UV applications, and the spectral range of 300 nm to 700 nm is necessary to measure the reflectance of materials important for aerospace and remote sensing applications. A review of the market found that only Energetiq Technology, Inc. (a subsidiary of Hamamatsu) is able to provide a High-Radiance UV-VIS Light Source that has light emission throughout the 200 nm to 700 nm spectral range and has the required spectral power densities indicated above.� No other UV-VIS light source sold in the USA was found to meet this requirement. Energetiq Technology, Inc. (a subsidiary of Hamamatsu) is the sole manufacturer and distributor of the equipment that meets the required minimum specifications. *****The North American Industry Classification System (NAICS) code for this acquisition is 334516 � Analytical Laboratory Instrument Manufacturing, with a small business size standard of 1,000 employees. *****A determination by the Government not to compete the proposed acquisition based upon responses to this notice is solely within the discretion of the Government.� Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. � *****No solicitation package will be issued.� This notice of intent is not a request for quotations; however, all responsible sources interested may identify their interest and capability to respond to this requirement. Interested parties that believe they can satisfy the requirements listed above must identify their capability in writing before the response date of this notice.
