Description

The United States Department of Commerce (DOC), National Institute of Standards and Technology (NIST), Acquisition Management Division (AMD) intends to negotiate a firm fixed price purchase order, on a sole source basis, with Quantum Design Inc, located at 10307 Pacific Center Ct, San Diego, CA 32121-4340 for the purchase of a High Pressure Helium Recovery and Liquefication system that can act independently and as a replacement/back-up system for an existing Helium Recovery and Liquefication system provided by Quantum Design Inc. The statutory authority for this sole source acquisition is FAR 13.106-1(b) by the authority of FAR Part 13 Simplified Acquisition Procedures. �The National Institute of Standards and Technology (NIST) and the Advanced Measurement Laboratory (AMA) intend to procure a� Quantum Design (QD) High Pressure Helium Recovery and Liquefication System that is fully compatible with the existing QD system currently in use by NIST.� This new system will be the primary back up system for the existing system to ensure that the valuable helium used in a variety of NIST experiments is always available through recovery and liquefication. As the back-up system, it must be fully interoperable with the existing systems hardware, software and connection to the NIST facilities, much of which is comprised of components proprietary to Quantum Design Inc. The Quantum Design High Pressure Helium Recovery and Liquefication System shall include the components below: Quantum Design NexGen 160XL ATL liquefier Water-cooled Compressor with hoses, PDU cabling, and water filter system for ATL 160XL Quantum Design Back Pressure Controller. Quantum Design High Pressure Recovery Kit. Quantum Design He Recovery Gas Bag, type J-22 custom design. The Recovery system shall have High Pressure Compressor to compress the He gas into cylinders up to 3200 psi Quantum Design ATP30 Base Automated He Purifier System shall be provided with a hydrogen removal system Water-cooled Compressor with hoses for ATP30 The Recovery System shall contain a High Pressure He gas dryer to remove moisture from the recovered helium gas. The recovery system shall have a 12 pack of high pressure gas cylinders DOT/TC Certified 300CF with CGA-580 outlet to store the He gas with an integrated manifold and pressure regulator The Recovery System shall have a software control system that is software based, able to run on a PC using Windows 10 (supplied by NIST), which gives diagnostics or status of crucial functions, including: liquification rates, cleaning status, system in liquify or transfer mode etc. Research has found that only one (1) company can offer a Helium Recovery system that is fully compatible, through proprietary hardware, software and connections, with the existing system used at NIST AMA.� The North American Industry Classification System (NAICS) code for this acquisition is 334516 � Analytical Laboratory Instrument Manufacturing, and the size standard is 1,000 employees. No solicitation package will be issued. This notice of intent is not a request for competitive quotations; however, all responsible sources interested may identify their interest and capability to respond to this requirement. The Government will consider responses received by 12:00 p.m. Eastern on August 19, 2022. Inquiries will only be accepted via email to forest.crumpler@nist.gov . No telephone requests will be honored. A determination by the Government not to compete the proposed acquisition based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a�competitive procurement in the future.
