- NOTICE OF INTENT TO SOLE SOURCE This notice is being published in accordance with Federal Acquisition Regulation (FAR) Subpart 5.101 requiring dissemination of information for proposed contract actions. This is a notice of intent to award a sole source contract, and is not a request for competitive quotes/proposals. The statutory authority for this sole source procurement is prescribed by FAR 13.501(a). The National Institutes of Health (NIH/NEI/EDI) intends to issue a three year (one 12-month base year; and two 12-month option years); firm fixed prices; sole source award contract to Quickseries Publishing Inc. However, all responsible sources may submit a capability statement demonstrating the ability to provide the requested services, which shall be considered by the agency before the intended award date. Interested sources who submit data are responsible for appropriately marking information if it is proprietary in nature. The Government shall not reimburse interested sources for any information provided. No requests for capability briefings will be honored. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. Interested vendors must respond to this notice on or before August 8, 2022 at 1:00 pm Eastern Time by sending an email to holleyv@od.nih.gov . NAICS Code: 712110 - Museums - primarily engaged in the preservation and exhibition of objects of historical, cultural, and/or educational value. Background: The NIH Office of Equity, Diversity, and Inclusion (EDI) enforces the Federal laws prohibiting job discrimination in both the private and federal sectors -- Title VII of the Civil Rights Act of 1964, as amended, the Age Discrimination in Employment Act of 1967, the Equal Pay Act of 1963, Title I and Title V of the Americans with Disabilities Act 0f 1990, as amended, Section 501 and 505 of the Rehabilitation Act of 1973, the Civil Rights Act of 1991, Title II of the Genetic Information Nondiscrimination Act, and the Lilly Ledbetter Fair Pay Act of 2009. EDI also provides oversight and coordination of all Federal equal employment opportunity regulations, practices, and policies. EDI offers training courses and seminars which provide education and technical assistance to employers, attorneys, unions, and other interested parties in the Federal sectors. EDI also prepares a variety of public documents, guidance and communication tools geared specifically for Federal employees. The training and communication tools are ideal for Federal employee�s supervisors, EEO counselors and investigators, agency representatives and attorneys, and anyone else interested in EEO issues and practices affecting the Federal workplace. Scope: The contractor will provide a full-service EDI EEO Resource Hub (App) that is accessible to interested parties via a mobile application. The App will allow EDI to deliver vital information to its federal sector partners and interested parties. The requirements should support areas of outreach, education, training, and current events. Additional Supporting Facts: Manufacturer only sells directly and there are no resellers. Quick Series has long produced and delivered EEO/CR/ADR and Anti-Harassment related pocket guides based on EEOC guidance. These guides are ordered by DoD and most Federal Agencies, including NIH. Guides are copyrighted by Quick Series and registered at the Library of Congress. The app is licensed technology leveraged to deliver the same products we have already been ordering in hard copy format. The EEOC themselves have ordered the app to conduct their own Outreach, and that launches at the end of June 2022. For continuity and clarity to consumers, it is responsible to ensure that we have concurrent information and a stable base of resources.
