Description
Data Innovations is a proprietary COTS product platform that provides vendor agnostic interfaces (via �drivers�) with hundreds of laboratory instruments for a direct bi-directional data transfer of laboratory data to a laboratory information system (LIMS). The advantage of the Data Innovations product is that it is vendor agnostic, meaning it is designed to connect seamlessly with any LIMS and any instrument for which they provide drivers. Further, if a driver does not exist for a given instrument, Data Innovations may be able to develop one, which provides further flexibility with the vendor. The Data Innovations Instrument Manager software is compatible and is proven to interoperate and work seamlessly with the CDC STARLIMS Laboratory Information System and will allow the connections to CDC�s diverse laboratory instrument vendors and models using �out of the box� laboratory instrument drivers to exchange laboratory test results. The preinstalled drivers will drastically reduce the implementation time and can be reused for multiple instruments to connect them to the LIMS. This is turn will provide efficiencies in services and reduced costs to the government. STARLIMS has a solution partnership with Data Innovations to integrate�directly with the STARLIMS product for the exchange of laboratory information minimizing the risks and costs due to incompatibilities between vendors. STARLIMS originally created its Interface module with Data Innovations specifically in mind. In fact, the module was originally named �DII� for Data Innovations Interface. The module was initially engineered to interface seamlessly with Data Innovations Instrument Manager, and it has expanded over the years to include interface capability beyond instruments to include interoperability capability with systems primarily through HL7 messaging. The solution partnership between STARLIMS and DI makes DI the logical choice as a vendor for CDC�s STARLIMS instrument integration efforts. Data Innovations intimate knowledge and expertise in Clinical Health uniquely qualifies them to provide licenses, technical support, software components, modification and enhancements to the support CDC laboratory instrument integration efforts. CDC would like to leverage the �out of the box� Data Innovation interface drivers to expedite laboratory instrument integration to support critical laboratory quality efforts including current laboratory implementations that rely on this technology to seamlessly ingest quality data. Current efforts with infectious disease laboratories supporting COVID and viral special pathogens urgently require the ability to process large amounts of laboratory results quickly while maintaining data quality and minimizing errors. Award of the task to a different vendor would result in significant risks, costs, and delays. This contract action is for supplies or services for which the Government intends to solicit and negotiate with only one source under the authority of FAR 13.106-1(b) and 41 U.S.C. 3304(a)(1). Interested persons may identify their interest and capability to respond to the requirement or submit proposals. This notice of intent is not a request for competitive quotations.
