Effective Date: 02/01/2022 Description This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Federal Acquisition Regulation (FAR) subpart 12.6, Streamlined Procedures for Evaluation and Solicitation for Commercial Items, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested, and a written solicitation document will not be issued. This solicitation is issued as an RFQ. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2022-06 Effective 05/26/2022. This solicitation is set-aside for SERVICE-DISABLED VETERAN-OWNED SMALL BUSINESS (SDVOSB). An offeror must be registered and verified in Vendor Information Pages (VIP) database at time of quotation submission and at time of award (https://www.vip.vetbiz.va.gov/) and must meet federal small business size standards for the North American Industry Classification System (NAICS) code assigned to this solicitation. The associated North American Industrial Classification System (NAICS) code for this procurement is 561790, with a small business size standard of $8,000,000. The PSC is J042. The Dept. of Veterans Affairs, VHA, NCO 21 located at 3230 Peacekeeper Way, Bldg 209 McClellan, CA 95652, is seeking to purchase inspection, testing, preventative maintenance, and demand maintenance services of all facility fire detection systems. Services will include annual cleaning of all smoke detectors, duct detectors, under floor detectors, and ceiling mounted detectors. See attached performance work statement (PWS) for details. These rates may be adjusted only as a result of revisions to prevailing labor rates provided by the Secretary of Labor. The option provision may be exercised more than once, but the total extension of performance hereunder shall not exceed 6 months. The Government will award a contract resulting from this solicitation to the responsible contractor whose quote conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The following factors will be used to evaluate the quotes: 1) Factor #1, Performance Plan 2) Factor #2, Experience 3) Factor #3, Price In accordance with FAR 13.106-2(b)(3), the quotes will undergo a comparative evaluation to determine which response represents best as a whole. Quotes will be evaluated by performing a direct comparison of one offer with another in a uniform manner to determine which quote provides the government with its needs, as identified in the RFQ. The government reserves the right to consider a response that offers more than the minimum and select that response if it provides a benefit to the government. FACTOR 1 Performance Plan The quotes will be evaluated using the information submitted in the technical approach addressing the following elements: Performance Plan: Describe what processes and methods the contractor will use to meet the requirements in the PWS. The Government will assess the responses in Factor 1 to evaluate the capability and qualifications of the vendors. FACTOR 2 Experience Experience: The Government will assess the breadth of experience in providing relevant services. FACTOR 3 Price When submitting pricing information, the contractor will provide rates in accordance with the price schedule. The price will be evaluated for fair and reasonableness. For purposes of award of this Contract, the Government intends to evaluate the option to extend services under FAR 52.217-8 as follows: The evaluation will consider the possibility that the option can be exercised at any time and can be exercised in increments of one to six months, but not for more than a total of six months during the life of the contract. The evaluation will assume that the prices for any option exercised under FAR 52.217-8 will be those rates in effect under the contract each time an option is exercised under this clause. The evaluation will therefore assume that the addition of the price or prices of any possible extension or extensions under FAR 52.217-8 to the total price for the basic requirement and the total price for the priced options has the same effect on the total price of all proposals relative to each other, and will not affect the ranking of proposals based on price, unless, after reviewing the proposals, the Government determines that there is a basis for finding otherwise. This evaluation will not obligate the Government to exercise any option under FAR 52.217-8. The award will be made to the response most advantageous to the Government. Responses should contain your best terms, conditions. Submission of your response shall be received not later than 5:00pm PT on 08/17/22. Late submissions shall be treated in accordance with the solicitation provision at FAR 52.212-1(f).
