- Description
- Pursuant to Federal Acquisition Regulation (FAR) 12.603(a), the Contracting Officer is issuing a combined synopsis/solicitation for the acquisition of crew support services for the Bureau of Land Management (BLM) Helium Pipeline. (i) This is a combined synopsis/solicitation for the acquisition of commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. (ii) Solicitation Number 140L0622Q0033 is being issued as a Request for Quote (RFQ). This solicitation will utilize the policies contained in FAR Part 13, Simplified Acquisitions in conjunction with the policies and procedures for solicitation, evaluation, and award prescribed in FAR Part 12, Acquisition of Commercial Items, as appropriate for this acquisition. (iii) The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 2022-06 was published in the Federal Register today, April 26, 2022. (iv) This solicitation is being issued as a Total Small Business Set Aside. The NAICS associated with this solicitation is 213112, Support Activities for Oil and Gas Operations with a size standard of $41,500,000.00. (v) See the Project Work Statement (PWS) document included in Attachment 1 for detailed requirements. The pricing schedule included in Attachment 1 is to be completed and returned with your quote. (vi) The items to be acquired through this combined synopsis/solicitation are for the Contractor to provide Excavation, ASME certified and compliant weld repair, testing, and validation for emergency repair on the pipeline and gas field gathering lines at the cliffside gas field and along the 450 miles of the Conservation pipeline. Must have a crew on the work site and start excavation within 8 hours of being notified of a problem. Pipeline has 2�, 4�, 6� and 8� pipe that is schedule 80 seamless pipe. The repair shall consist of the Excavation, cutting out of existing bad pipe and replacing with like pipe, testing & certification for quality assurance and restoration of any protective coating or material. (vii) GENERAL REQUIREMENTS Contractor to provide a certified Daniels Analyzer Technician to perform General Maintenance as well as troubleshooting and repairs of the five (5) analyzers along with all associated components. The Analyzers (four (4) located at the Cliffside plant and one (1) in Satanta Kansas) must have a technician on site within 24 hours of being notified of a problem, as needed. Provide a certified technician for a maintenance visit every 3 months to verify Analyzers are operating properly. The analyzers are Daniels Danalyzer Model 500 with 2350A controllers. Performance location is specified in Section 1.12 of the Project Work Statement (i) FAR Provision 52.212-1, Instructions to Offerors � Commercial Items, applies to this acquisition. Interested parties shall read and comply with all of the requirements. See Attachment 1 for additional instructions to quoters. (ii) This acquisition is being solicited using FAR Part 13, Simplified Acquisitions, in conjunction with FAR Part 12, Acquisition of Commercial Items. Refer to Evaluation Factors for Award in Attachment 1. To be eligible for award, the firm must be deemed responsible in accordance with FAR 9.104, provide all documentation/information required in this solicitation; meet all requirements of the solicitation and conform to all required terms and conditions. Failure to comply with the terms and conditions of the solicitation may result in the firm being ineligible for award. (iii) Quoters shall be active in SAM and ensure that their Representations and Certifications are up to date. If a firm does not have an active SAM registration, they shall complete FAR clause 52.212-3 and include it with their submission. (iv) FAR Clause 52.212-4, Contract Terms and Conditions � Commercial Items applies to this acquisition. See attached Clauses and Provisions for additional information. (v) FAR Clause 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders � Commercial Items, applies to this acquisition. See Clauses and Provisions in Attachment 1 for additional information. (vi) Additional clauses that apply to this acquisition are provided in the Clauses and Provisions section of the solicitation. These clauses will be incorporated into the successful quoters� contract award. Additional provisions that apply to this acquisition are provided in the Clauses and Provisions section of the solicitation. These provisions are incorporated into this solicitation but will not be incorporated into the successful quoters� contract award. (vii) The Defense Priorities and Allocations System (DPAS) does not apply to this acquisition. (viii) Quotes are due no later than Monday August 15, 2022 @ 10:30 a.m. MST. Quotes shall be submitted in accordance with the instructions of the solicitation (see Attachment 1). Interested parties may submit questions relating to this solicitation to the Contracting Specialist, Zachary Webber via email at zwebber@blm.gov and are due no later than Monday July 25, 2022 10:30 a.m. MST.
