- This is a Combined Synopsis/Solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes with Open Market Pricing are being requested and a written solicitation will not be issued. This solicitation number W9127Q-22-R-0008 is issued as a Request for Quote (RFQ) using Simplified Acquisition Procedures. The solicitation and incorporated provisions and clauses are in effect through Federal Acquisition Circular 2022-06, Effective Date 05-26-2022, and the Defense FAR Supplement (DFARS) Publication Notice 06232022, effective 06-26-2022. The provisions and clauses incorporated into this solicitation are attached separately on Attachment 1-Solicitation Provisions and Clauses. It is the contractors' responsibility to be familiar with applicable clauses and provisions. This solicitation is set-aside 100% for Small Business and is restricted to small businesses only in accordance with FAR 19.502-2(a). The North American Industrial Classification System (NAICS) Code is 562991 with a Small Business�Size Standard of $8.0M. The United States Property and Fiscal Office for Mississippi - Purchasing and Contracting Division, Flowood, MS intends to issue one (1) firm fixed price purchase order for a base year and two (2) option years for the following items: See Attachment 2 for performance work statement (PWS) and specifications. Purpose:� Medical Battalion Training Site is a TRADOC school under 154th RTI. In order to meet TRADOC accreditation requirements, additional latrines are required to meet prescribed student to latrine ratio. Contractor shall provide all personnel, equipment, tools, materials, supervision, quality control, and services necessary, to provide rental, delivery, set-up and tear-down for one (1) restroom trailer with corresponding black and grey water removal support for the MSARNG on Camp Shelby, MS. There is no incumbent or existing contract. CLIN 0001: Base year. One (1) mobile restroom trailer. Must have a minimum of seven (7) restroom stalls each with their own lockable door, two (2) urinals, and four (4) sinks. Must be divided so that there is a Women�s and Men�s separated restroom area. Each unit/stall will have flushable toilets. The trailer must be able to accommodate the use by approximately nine (9) individuals, seven days a week between freshwater delivery and wastewater removal. The restrooms must have climate control. Location is at RTI Camp Shelby with weekly cleaning services to include pumping, sanitizing, and restocking supplies per PWS. CLIN 1001: Option Period One. One mobile restroom trailer at RTI Camp Shelby with weekly cleaning services to include pumping, sanitizing, and restocking supplies per PWS. CLIN 2001: Option Period Two. One mobile restroom trailer at RTI Camp Shelby with weekly cleaning services to include pumping, sanitizing, and restocking supplies per PWS. ***Trailer should meet or exceed the attached PWS*** Delivery: NLT 30 September 2022, FOB Destination to RTI, Camp Shelby, MS Ship to Address: 154th Regional Training Institute (RTI), 1450 14th Street, Camp Shelby, MS 39407 The Service Contract Act applies to this acquisition. Reference Attachment #3 Service Contract Wage Determination 2015-5151 for Forrest County, Revision No. 20 dated, 13 July 2022, for the wage determination that is applicable to this acquisition. BASIS OF AWARD: Award will be made on the basis of lowest priced offer that satisfies all the minimum requirements per the attached PWS. To ensure timely and equitable evaluation of quotes, offerors must comply with instructions contained herein. Quotes must be complete, self-sufficient, and respond directly to the requirements of this RFQ. This notice does not obligate the Government to award the contract; it does not restrict the Government's ultimate approach; nor does it obligate the Government to pay for any quote/proposal preparation costs. Clauses and provisions incorporated by reference may be accessed via the Internet at https://www.acquisition.gov/. Quotes must be for items stated, partial quotes will not be considered. Only firm fixed price offers will be evaluated. Award will be made (all or none) to one vendor. Submission Requirements: Vendors must submit company information with their quote to include: Point of Contact (POC), POC phone number, POC email address, company CAGE Code, UEI, and Tax Identification Number. Vendors must have an active registration in SAM.gov in order to be eligible for contract award. Include all applicable fees, including delivery (prepay & add is not acceptable); warranty information; setup and training; and estimated delivery time, if different than requested as stated on the attached specifications. Electronic Submission of Payment Request and Receiving Reports DFAR 252.232-7003, apply to this requirement. In order for vendors to be paid, all vendors must now use an E-invoicing system called Wide Area Work Flow (WAWF). O gain access to the WAWF production system, contractors must acquire an account available at https://wawf.eb.mil/. Questions on WAWF ma be directed to the WAWF Help Desk (available 24/7) at 866-618-5988. Quotes are due no later than 3:00 P.M. CST, 19 August 2022. Submit quotes via email to kady.c.fontenot.civ@army.mil. Mailed and faxed quotes will no be accepted. Should offerors require additional clarification or have any questions regarding this requirement, must be submitted in writing by email to kady.c.fontenot.civ@army.mil. Questions must be received no later than 1:00 P.M. CST, 16 August 2022. Request for a copy of the solicitation will not be receive a response.�
