Description
8/4/2022 Pre-proposal sign-in sheet attached 7/13/2022 This Request For Proposal is for the services of a highly qualified Construction Manager as Constructor (herein referred to as CMc) to successfully complete Phase 2B of the Modernization and Expansion of the Calexico West Land Port of Entry.� The CMc Scope of Work includes all labor and materials required to provide Architectural, Engineering, Construction, and other related services necessary to successfully complete the project in compliance with all applicable codes.� Given the size, complexity, uniqueness, and overall importance nationally and locally, the CMc contractor must have the capability and experience to meet all of the GSA�s contract requirements. Project Description The Calexico West Land Port of Entry (LPOE) is one of the busiest crossings on the southern border.� The space required for modern inspection technologies is insufficient and the ability of the Department of Homeland Security (DHS), U.S. Customs and Border Protection (CBP) to accomplish its rapidly changing mission is seriously compromised by the existing facilities. When completed, the project will provide proper operational space for port operations, with reduced traffic congestion and a safe environment for port Customs and Border Protection (CBP) staff and the general public. The overall project involves the demolition of the current Pedestrian and Northbound POV inspection facility and the construction of a new Pedestrian Processing Facility. The downtown Calexico port is the principal gateway between California�s Imperial Valley and the Mexican State of Baja California.� On an average day, over 16,000 privately operated vehicles and 12,500 pedestrians enter the United States through this port.� The existing facilities are undersized for today�s traffic loads and obsolete in terms of inspection, CBP officer safety and border security. Currently, pedestrian inspection delays cause significant impact to the Imperial Valley economy. The LPOE�s existing structures is being replaced by three (3) buildings totaling 106,605 GSF.� The project is being implemented in three (3) phases.� Phase 1 Construction, completed in 2018, provided a Head House, ten (10) of the project�s sixteen planned (16) northbound POV inspection lanes; including Primary and Secondary inspection canopies; southbound POV inspection lanes with temporary asphalt paving; and a bridge across the New River for southbound POV traffic. Phase 2A is scheduled to be completed at the end of 2023 which includes selective demolition and modification of existing areas to allow the construction of Phase 2A; a new Administration building; Permanent southbound Privately-Owned Vehicle (POV) non-commercial inspection lanes, inspection islands, booths, canopies and permanent concrete paving; A preprimary inspection canopy for the northbound POV lanes heading into the United States; New POV northbound inspection lanes including, inspection islands, booths, canopies and concrete paving, and expanding the secondary POV inspection area; A new employee parking structure adjacent to southbound inspection that includes an underground pedestrian tunnel from the parking structure under the southbound lanes; and extension of utilities for future Pedestrian building project.� The third phase and subject of this solicitation notice is Phase 2B which includes: Construction of New Pedestrian Processing Facility Replacement (demolition of old and replacement of new) Construction of temporary Pedestrian Processing facilities to ensure port operations continues.� Rerouting of pedestrian crossing to temporary processing facilities within a covered and secure pathway. Connection to a secure underground pedestrian tunnel between Administration Building and new Pedestrian Processing Facility.� Restoration of temporary processing site and pathway. The period of performance of Phase 2B is estimated to be fifty-four (54) months after the issuance of the Notice-To-Proceed. Design Phase Services is anticipated to commence upon award of the contract in November 2022. The Optional Construction Phase Work is anticipated to commence on or about October 2023.�This is a competitive acquisition, source selection using the best-value trade-off where technical/management factors are significantly more important than price and price related factors.� Price The Guaranteed Maximum Price (GMP) for the Phase 2B construction project is estimated to be between $83,000,000.00 and $93,000,000.00, subject to available of funds.� The NAICS Code for this procurement is 236220.� Updates to Pre-solicitation Notice and Information to Note (1) Pre-Proposal Conference and Site Visit Pre-proposal conference and site visit is scheduled for Wednesday, August 3, 2022 at 11am PST at the Fernando ""Nene"" Torres Council Chambers at the Calexico City Hall, located at 608 Heber Avenue, Calexico, California 92231. Pre-registration is required for all attendees to the pre-proposal Site Visit. The Site Visit shall be limited to not more than three (3) representatives from each Offeror. Offerors shall submit a Visitors Request� identifying all attendees from their respective team. Participants must submit their Full Name, Date of Birth, Social Security Number and Driver�s License Number. Notification of the location of entry, where attendees are required to meet, and all other requirements for the Site Visit will be issued to the Offerors. Submit the Request to the point of contact listed below by Tuesday July 26, 2022. Pre-registration requirements will be strictly enforced as the Calexico Land Port of Entry must be secure at all times. (2) Construction Drawings, Specifications and Attachments Due to the secure nature of the Land Port of Entry Facility, only Contractors that submit the following documents will have access to the Specification, Construction Drawings, and Geo-technical Evaluations attached to this notice. Contractors are to submit a written request for access to the Specs, Drawings, and Geo-tech Evaluations to:� Wesley.lau@gsa.gov and cc: uma.bhatia@gsa.gov. Reference to RFP No. 47PK0122R0002. The request to receive access to the Specifications and Drawings must be accompanied with the following documents: Proof that the requesting firm is registered in the System for Award Management (SAM) (www.sam.gov) and is in Active Status Completion of the attached Document Security Notice to Prospective Bidders/Offerors. Proof of the Offeror�s ability to provide bonding capacity of $93,000,000.00 in the form of a letter from a surety. (3) Requests for Clarification or Interpretation The Government will attempt to answer all requests for clarifications or interpretations of the Solicitation Documents prior to the date set for receipt of offers, but do not warrant that all such requests will be answered within 15 calendar days of the date set for receipt of offers. Prospective Offerors should make such requests no later than Friday, August 5, 2022 to allow sufficient time for the Government to provide answers. (4) Proposal Due Date Proposals are due: Thursday, September 15, 2022 no later than 4:00pm San Francisco Time. For further detail please review the RFP in its entirety.�
