- The USPFO for Ohio intends to issue an Invitation for Bid to award a single firm fixed-price contract for services, non-personal, to provide all plant, labor, transportation, materials, tools, equipment, appliances and supervision necessary for newly constructed Camp Perry Logistics Complex, located at the 200th �Red Horse Squadron, Port Clinton, Ohio Air National Guard Base. This project will provide for demolition of any existing facilities located at site, site prep, and construction of new facility. The contract duration is estimated to be 480-510 calendar days after issuance of notice to proceed (NTP). This project is set aside 100% for Small Business. The North American Industry Classification (NAICS) Code is 236220, with a size standard of $39,500,000.00 average revenue for the previous three (3) years. The magnitude is between $5,000,000 and $10,000,000. In accordance with FAR 14.101(d), bids will be evaluated without discussions. Award will be made in accorance with FAR 14.101(e). Your attention is directed to FAR Clause 52.219-14 (e) (3) LIMITATIONS ON SUBCONTRACTING (DEVIATION 2021-O0008). The TENTATIVE date for issuing the solicitation is on-or-about 08 August 2022. The TENTATIVE date for the pre-bid conference/site visit is on-or-about 18 August 2022, 10:00AM EST; location will be in solicitation, as well as ACTUAL date. Interested contractors are encouraged to attend and shall follow conference registration and base access requirements shown in the solicitation. A site visit will follow the pre-bid conference. All questions for the pre-bid conference shall be submitted no later 3 business days prior to pre-bid conference date, via email to gordon.strom.1@us.af.mil . Submitting questions prior to pre-bid conference is crucial to preparation and efficient flow of meeting. The bid opening date is TENTATIVELY scheduled for on-or about 19 September 2022. ACTUAL dates and times will be identified in the solicitation. Interested offerors shall be registered in the System for Award Management (SAM). To register go to https://sam.gov. You will need your DUNS number to complete register. Instructions for registering are on the web page (there is no fee for registration). Please note that the process for fully activating (and updating) a registration at SAM now requires the submission of a notarized letter to GSA. The solicitation, plans, specifications, and all other pertinent information will be available ONLY through Contract Opportunities, also accessed through https://sam.gov. Contract Opportunities through SAM.GOV is a web-based dissemination tool designed to safeguard acquisition-related information for all Federal agencies. Interested bidders/offerors shall register with SAM.GOV before accessing the system. (Please note the registration for access to the secure site takes approximately 15 business days. PLAN ACCORDINGLY): Reference paragraph 4.7 of the Vendor Guide for instructions to obtain a MPIN to retrieve the specification and drawing documents. Contractors who do not already have a MPIN are advised that the normal processing is 7 to 12 business days to obtain a MPIN password that will give them access to the plans and specifications, which are located in the controlled access location on FBO. See video in vendor guide at 3.3 on advanced functions for other information. Bidders/offerors who have registered with SAM.GOV must access the data for this solicitation with their MPIN. Bidders/offerors cannot log into the SAM.GOV home page and search for data.
