Description
AMENDMENT 0002:�� The purpose of amendment 0002 is to provide all interested parties responses to questions received by the contracting office.� Also, the amendment revises the Minimum Requirements of the solicitation.� A.� The following are responses to questions on the subject solicitation:� Question #8:��Minimum Requirements, 2. Total automation system with analyzers, storage module, and track shall fit within an area of 35 feet by 17 feet. Please clarify if this space includes all other third party vendor analytics (as noted in 15.) or only the analytics and pre- and post-analytics. Response #8:� Paragraph 2 of the Minimum Requirements in the solicitation has been revised via this amendment.� The space for the new analyzer is 55 feet by 25 feet (our maximum space), without equipment from third party vendors.� Vendors may suggest different configurations (L shape, U shape, etc, etc.) as long it remains within the measurements of 55 feet by 25 feet.� Question #9:��Minimum Requirements, 11. Enzyme assays shall use technology to extend linear ranges and reduce dilution and reruns. This requirement is specific to a single vendor, which excludes open competition among vendors. Please revise to allow vendors to present other means utilized to reduce dilutions and reruns within the lab. Response #9:��Paragraph 11 of the Minimum Requirements in the solicitation has been deleted via this amendment.�� B.� The attached solicitation is hereby amended to revise the Minimum Requirements as follows: 1.� Revise paragraph 2, to change the area size from 35 feet by 17 feet to 55 feet by 25 feet.�� 2.� Delete paragraph 11. The revised solicitation attachment amendment is uploaded in SAM.gov.�� END OF AMENDMENT 0002 **************************************************************************************************************************************************** AMENDMENT 0001:�� The purpose of amendment 0001 is to provide all interested parties responses to questions received by the contracting office.� Also, the amendment revises the Minimum Requirements of the solicitation.�� A.� The following are responses to questions on the subject solicitation:� Question #1:� I don't see a signature page.� Will you require a signature? Normally, we receive a SF1449 document to sign.� Please advise� Response #1:� Since this requirement was issused as a combination synopsis/solicitation, there is no SF1449.� Please see the submittal details in the solicitation starting from page 49 in the Addendum to FAR 52.212-1 under the Instructions for Preparation of Quotes.� Question #2:� Requesting the KPIs for BhCG and TSH. Response #2:� KPI - The instrument should auto dilute in case the sample is too high to read.� Have the ability to do routine, Asap, and STAT. Question #3:� Are the volumes provided for ICT Module (CI, Na, K) 585,000 all together?� or is this volume for each test?� If the total volume is 585,000, is it safe to assume the vendor can divide by three in order to provide accurate pricing for each test?� Response #3:� If it is in cartdige it is 585,000.� If they are packed per individual analyte then 585,000 each (Na, CI, K) .�� Question #4:��Please clarify the conflict between page 11/Section 18 ��Any IT related cost e.g. ATO, the Vendor shall be responsible for the cost� and Section 2.1 Pricing for Cybersecurity which details �All costs to achieve the initial Approval and maintain the equipment�s Term of Support defined in section 1.1�. �How does the vendor comply with two requirements that are in opposition of each other (i.e. vendor responsible for the cost versus vendor shall include those costs)?� Response #4:� Paragraph 18 of the Minimum Requirements in the solicitation has been deleted via this amendment.� Question #5:� Can you please provide a CAD drawing for the Tripler Army Medical Center solicitation?� The vendors need to undertsand the layout of the laboratory to offer the best configuration .�� Response #5:��To obtain a map of space dimensions for this requirement, please request via email to Susan Fujita at susan.m.fujita.civ@mail.mil no later than August 10, 2022 at 10:00 am (HST).�� Question #6:� Will the vendors be allowed to present to the laboratory after the solicitation due date on August 12?�� Response #6:� All quotations/submittals shall be submitted via email by the due date/time specified in the solicitation.�� Question #7:� Is this an ""open market"" solicitaiton as I do not see any requirement for a vendor to have a FSS schedule? Response #7:� Yes, this is an open market solicitation.� B.� The attached solicitation is hereby amended to revise the Minimum Requirements as follows: 1.� Delete paragraph 18 which stated ""Any IT related cost e.g. ATO, the Vendor shall be responsible for the cost."".� 2.� Revise paragraph 24 to include ""equipment and IT"" support. 3.� Add paragraph ""31.� �Shall be able to connect and operate with MHS Genesis."" The revised solicitation attachment amendment is uploaded in SAM.gov.�� � END OF AMENDMENT 0001 ************************************************************************************************************************************************** This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued.� The Regional Health Contracting Office - Pacific, Bldg 339 146 Clark Road, Ft Shafter, HI 96858, intends to solicit, negotiate, if necessary, and award Firm Fixed-Price type contract for Clinical Chemistry and Immunoassay Reagents and Analyzers for Tripler Army Medical Center, Hawaii. �This is a request for quotation (RFQ). The solicitation number is W81K0222Q0108. � The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2022-06. �The Standard Industrial Classification Code is 6515, size standard is 1250 employees and the NAICS code of 325413. � Provision at 52.212-1, Instructions to Offerors -- Commercial, and its addendum applies to this acquisition and a statement regarding any addenda to the provision.� Provision at 52.212-2 Evaluation - Commercial Items and its addendum applies to this acquisition.� Offerors shall include a completed copy of the provision at 52.212-3, Offeror Representations and Certifications -- Commercial Items, with its offer. The clause at 52.212-4, Contract Terms and Conditions -- Commercial Items, and its addendum applies to this acquisition.� The deviation to clause at 52.212-5, Contract Terms and Conditions Required To Implement Statutes Or Executive Orders -- Commercial Items, applies to this acquisition. �FAR clauses that are applicable to this acquisition are in the attachment to the combined synopsis/solicitation.� The Defense Priorities and Allocations System (DPAS) and assigned rating is not applicable.
