Description
THIS IS A PRE-SOLICITATION NON-COMPETITIVE (NOTICE OF INTENT) SYNOPSIS TO AWARD A CONTRACT WITHOUT PROVIDING FOR FULL OR OPEN COMPETITION (INCLUDING BRAND-NAME). The National Center for Advancing Translational Sciences (NCATS) intends to negotiate on a sole source basis with Greiner Bio-One for 1536-Well Microplates for Automated Combination Matrix Screening NORTH AMERICAN INDUSTRY CLASSIFICATION SYSTEM (NAICS) CODE and SET ASIDE STATUS The intended procurement is classified under NAICS code 339113� � Surgical Appliance and Supplies Manufacturing with a Size Standard of 750 employees. � REGULATORY AUTHORITY This acquisition is conducted under the authority of the Federal Acquisition Regulation (FAR) Part 13�Simplified Acquisition Procedures. Contracts awarded using FAR Part 13�Simplified Acquisition Procedures are exempt from the requirements of FAR Part 6�Competition Requirements. FAR Subpart 13.106-1 (b) Soliciting from a single source provides that: For purchases not exceeding the simplified acquisition threshold, Contracting officers may solicit from one source IF the contracting officer determines that the circumstances of the contract action deem only one source reasonably available (e.g., urgency, exclusive licensing agreements, brand-name OR industrial mobilization). The resultant contract will include all applicable provisions and clauses in effect through the Federal Acquisition Circular (FAC) 2022-06 dated May 26, 2022. DESCRIPTION OF REQUIREMENT PURPOSE AND OBJECTIVES: The National Center for Advancing Translational Sciences (NCATS) is a part of the National Institutes of Health (NIH), which mission it is to catalyze the generation of innovative methods and technologies that will enhance the development, testing and implementation of diagnostics and therapeutics across a wide range of human diseases and conditions. The Antiviral Program for Pandemics (APP) aims to develop safe and effective antivirals to combat SARS-CoV-2. APP will accelerate the development of a portfolio of promising antivirals that can quickly pivot to combat future pandemics. Having safe and effective oral antiviral candidates ready for deployment in later-stage clinical trials against a newly emergent virus would save lives, reduce serious illness and prevent overwhelming surges in hospitalizations during a viral outbreak or pandemic. The Tox21 Lab at NCATS is in full swing ramping up into their screening season on the robotic systems and as a result will need various 1536-well microplates in order to perform their scheduled assay screens and combination matrix studies for a vast quantity of projects. Purchase Description: 6 cases of �GNF Divisions 1536W, PPN Storage Plate, w/ 2 Custom Barcode Labels (Item Code 789270-C) 15 cases of 1536W, PS, White, w/ 2 Custom Barcodes (Item Code 789175-F) 38 cases of GNF Divisions 1536W, PS, WHT, TC Treated, Sterile, w/ 2 Custom Barcodes (Item Code 789173-F) Salient Characteristics: 1) GNF style, low flange ""plate skirt"" allowing dove-tail joint within the robotic gripper ensuring plates are never dropped. 2) Standard SBS footprint for compatibility with automated instrumentation. 3) Dual custom barcode validated by NCATS' multiple robotic platforms. 4) Compatible with NCATS equipment used for compound plating, pinning compounds as needed using pintools and kinetic readers with onboard liquid handling, and high-throughput screening in general.� 5) Tissue culture treated for 1 part number. 6) Must not have been stored in any 3rd party warehouse; generally these plates have sat for a length of time at high temperatures causing warping of the plastic which leads to robotic and device incompatibility. Delivery Date:�Within 30 days after Receipt of Order CONTRACTING WITHOUT PROVIDING FOR FULL OR OPEN COMPETITION (INCLUDING BRAND-NAME) DETERMINATION The determination by the Government to award a contract without providing for full and open competition is based upon the market research conducted. Specifically, Greiner Bio-One is the only vendor in the marketplace that can provide the products required by NCATS . The intended source is: Greiner Bio-One 4238 Capital Drive Monroe, NC 28110 CLOSING STATEMENT THIS SYNOPSIS IS NOT A REQUEST FOR COMPETITIVE PROPOSALS. However, interested parties may identify their interest and capability to respond to this notice. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. All responsible sources may submit a capability statement, proposal, or quotation which shall be considered by the agency. The information received will normally be considered solely for the purposes of determining whether to proceed on a non-competitive basis or to conduct a competitive procurement. Responses to this notice shall contain sufficient information to establish the interested parties' bona-fide capabilities for fulfilling the requirement and include: unit price, list price, shipping and handling costs, the delivery period after contract award, the prompt payment discount terms, the F.O.B. Point (Destination or Origin), the Unique Entity ID (UEI), the Taxpayer Identification Number (TIN), and the certification of business size. All offerors must have an active registration in the System for Award Management (SAM) www.sam.gov. All responses must be received by the closing date and time of this announcement and must reference the solicitation number, NCATS-22-006646.
