- This is a combined synopsis/solicitation for commercial services prepared in accordance with the information in FAR Subpart 12.6, Streamlined Procedures for Evaluation and Solicitation for Commercial Items; and, FAR 13, using Simplified Acquisition procedures, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; a written solicitation will not be issued. PAPER COPIES OF THIS SOLICITATION WILL NOT BE AVAILABLE. This combined synopsis/solicitation will be available on 4 August 2022 at the following website: https://sam.gov/.\ The Request for Quote (RFQ) number is N0018922Q0361. This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2022-06. It is the responsibility of the contractor to be familiar with the applicable clauses and provisions. The clauses are accessible in full text at the following addresses: www.acqnet.gov/far and http://www.acq.osd.mil. The North American Industry Classification System (NAICS) code is 334516 and the Small Business Size Standard is 1,000 The proposed contract action is for commercial supplies or services for which the Government intends to solicit and negotiate with only one source under the authority of FAR 13.501(a)(1)(ii). Interested persons may identify their interest and capability to respond to the requirement or submit proposals. This notice of intent is not a request for competitive proposals. However, the Government will consider all bids, proposals, or quotations received by the closing response date. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will generally be considered solely for determining whether to conduct a competitive procurement. The NAVSUP Fleet Logistics Center Norfolk (FLCN), Norfolk, VA 23511-3392 intends to award a Firm-Fixed-Price, sole source contract to Vacuum Atmosphere Company a completely new Inert Atmosphere Glovebox that is a complete operational system that is capable of future modifications and enhancements. The Inert Atmosphere Glovebox must meet all specifications in the statement of work. The required delivery date is 30 September 2022. The supplier of the Inert Atmosphere Glovebox System should provide all shipping, handling and insurance. Delivery must be made directly to the U.S. Naval Academy Department of Chemistry. All quotes shall include price(s), FOB destination, a point of contact, name and phone number, GSA contract number if applicable, business size, and payment terms.� 52.212-2 EVALUATION--COMMERCIAL PRODUCTS AND COMMERCIAL SERVICES (NOV 2021) (a) The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The following factors shall be used to evaluate offers: The Government intends to award a purchase order based on a lowest price technically acceptable (LPTA) source selection process. In order to be considered Acceptable, quoters must receive an acceptable rating for Factor I in its entirety. Unacceptable technical rating will not be further evaluated and will not be considered for award. Factor 1 � Technical Rating Description Acceptable: Quote meets the requirements of the solicitation Unacceptable: Quote does not meets the requirement of the solicitation The rating table above will be used to determine the technical capability of the quoter. Factor II � Price The quoters quoted price will be evaluated on the basis of price reasonableness in accordance with FAR 13.106-3(a). The evaluation may include, but is not limited to the following: (A) Price comparison with other quoters; (B) Comparison with independent cost estimates By submitting a quote, the quoter affirms that they are capable of performing and completing the work described in the Solicitation. The Government will award on the basis of price unless the contracting officer is aware of past performance information related to the low price quote/offer which indicates that quote/offer may not represent best value. In that case, the Government reserves the right to consider the past performance of other quotes/offers, conduct a price, past performance tradeoff, and award to other than the lowest price quote/offer. The Government intends to award a firm-fixed priced contract to the responsible quoter whose quote represents the best value after evaluation in accordance with the factors in the solicitation. (b) Options. The Government will evaluate offers for award purposes by adding the total price for all options to the total price for the basic requirement. The Government may determine that an offer is unacceptable if the option prices are significantly unbalanced. Evaluation of options shall not obligate the Government to exercise the option(s). (c) A written notice of award or acceptance of an offer, mailed or otherwise furnished to the successful offeror within the time for acceptance specified in the offer, shall result in a binding contract without further action by either party. Before the offer's specified expiration time, the Government may accept an offer (or part of an offer), whether or not there are negotiations after its receipt, unless a written notice of withdrawal is received before award.
