- Request for Information National Radiation Oncology Program (11SPEC22) HINGE-Cerner FHIR Interface August 4, 2022 **The Government s intent is to solicit this requirement on a sole source basis to Hunter Strategy, LLC in accordance with Federal Acquisition Regulation (FAR) 8.405-6(a)(1)(i)(B), Only one source is capable of providing the supplies or services required at the level of quality required because the supplies or services are unique or highly specialized. However, if your company can provide the required services identified in the DRAFT Performance Work Statement please provide a response in accordance with this Request for Information.** Introduction: This is a Request for Information (RFI) only issued for the purpose of conducting market research. Accordingly, this RFI constitutes neither a Request for Proposal (RFP) nor a guarantee that one will be issued by the Government in the future; furthermore, it does not commit the Government to contract for any services described herein. Do not submit a Proposal. The Department of Veterans Affairs (VA) is not, at this time, seeking proposals or quotes, and therefore, will not accept, review, or evaluate unsolicited proposals or quotes received in response hereto. This notice is not to be construed as a commitment on the part of the Government to award a contract, nor does the Government intend to pay for any information submitted as a result of this request. The Government does not reimburse respondents for any costs associated with submission of the information being requested or, reimburse expenses incurred for responses to this RFI. The information provided may be used by VA in developing its acquisition strategy and Performance Work Statement (PWS). Any information submitted by respondents to this RFI is strictly voluntary; however, any information received shall become the property of the Government and will not be returned to the respondent. Interested parties are responsible for adequately marking proprietary, restricted or competition sensitive information contained in their response. This is a request for information and does not obligate the Government in any way, nor does it commit the Government to any specific course of action. The Department of Veterans Affairs (VA), Office of Information & Technology (OIT), EHRM IO strives to provide high quality, effective, and efficient Information Technology (IT) services to those responsible for providing care to the Veterans at the point-of-care as well as throughout all the points of the Veterans health care in an effective, timely and compassionate manner. VA depends on Information Management/Information Technology (IM/IT) systems to meet mission goals. Veteran Affairs (VA) is faced with the great challenge and honor of ensuring that all its Veteran cancer patients are provided with quality care. To gain a better understanding of this, the agency gathers data across the various centers where these services are provided. Metrics are gathered and correlated for purposes of reporting at both the micro and macro levels. This helps the VA understand not only a patient s individual medical history, but also the overall effectiveness of specific types of treatments across the board. An interface has been developed between CPRS/VistA and Health Information and Gateway Exchange (HINGE) that provides a full end-to-end clinical solution developed for and by VA Radiation Oncology. The Veterans Health Administration (VHA) National Radiation Oncology Program (NROP) developed software and database, HINGE, with the purpose for collecting quality data with disease site specific templates. The Program Office collaborated with the American Society for Radiation Oncology (ASTRO) to establish clinical quality measures (CQMs) by which individual patient care would be assessed for care gaps, if any and quality surveillance system-wide. The HINGE software overcomes challenges associated with manual data abstraction for reporting on quality measures. The HINGE software was developed in the Health Level Seven International (HL7) standard and requires update to HL7 FHIR. The HL7 interface was developed to connect HINGE to VA s legacy Computerized Patient Record System (CPRS) and requires update to FHIR to connect to the Cerner EHR. Cerner Millennium/HINGE interface will allow the collation of all radiotherapy treatment information from once source. While the NROP medical physics team took the responsibility of developing and implementing the HINGE software, they lack resources and required expertise to interface with VA GovCloud platform.
