SOURCES SOUGHT ANNOUNCEMENT � The Oregon Army National Guard (ORARNG) is seeking sources for the establishment of a Youth Outreach Services to oversee the administration, development, and delivery of youth programs, cooperative programs, and community partners designed to support the youth of military personnel of all branches and components. Concurrently supports the Quality of Life (QOL) staff from all branches and components (National Guard State Family Program Director, Fleet and Family Services, Marine and Family Program, Air National Guard Airman & Family Readiness Program Manager, Navy Fleet and Family Services, Coast Guard Office of Work-Life Programs). The intent of this sources sought is to identify vendors for fair opportunity work through this procurement vehicle to support state requirements for the National Guard as applicable. CONTRACTING OFFICE ADDRESS:� USPFO for Oregon 1776 Militia Way Salem, OR 97301 INTRODUCTION: This is a SOURCES SOUGHT TECHNICAL DESCRIPTION to determine the availability and capability of small businesses (including the following subsets, Small Disadvantaged Businesses, HUBZone Firms; Service-Disabled Veteran-Owned Small Businesses and Woman Owned Small Business) to provide the required services. CONTRACT/PROGRAM BACKGROUND: Contract Number: W912JV-21-P-2024 Contract Type: Firm Fixed Price (FFP) Incumbent and their size: �Glocom�s Group Inc.; Small Business Method of Acquisition: Purchase Order Description of the current program/effort: The contractors shall be responsible for the development of a military life cycle (recruit, train, deploy, retire, and helping with survivor benefits for family) curriculum for the child, planning youth events, implementation of all programs, and administration of the youth program concerning family and quality of life issues while a family member is in the military life cycle.� Examples of service provided include, but are not limited to, liaison with the Child Care Aware and facilitating the United Through Reading program (voice books for children of deployed members). Required Period of Performance (POP): The POP is a base year plus four option years. Community Contacts- The contractor will make a minimum of five (5) new monthly contacts and perform site visits to day care agencies to network and educate them on the services provided and to obtain clients in need of said services. Youth Outreach: Provide families with information regarding military activities, youth outreach, referral services and other necessary resources that pertain to military families with children, provided through mail flyers and/or listed on the designated bulletin board. Child Care Aware: Consolidate information pertaining to childcare and early education resources available to active duty families (from both DOD and other Civilian entities) that is promoted through distribution lists. Quality of Life Program: Provide Support to the Quality of Life staff from all branches and components. Presentations, Meetings and Seminars: Conducts various Presentations across the State of Oregon Regarding Child and Youth Resources. Travel across Oregon to do outreach and assist the Child and Youth Program SPECIAL REQUIREMENTS:� Must be able to pass background checks in order to work with children. One (1) year practical experience in youth services; experiences include but are not limited to direct interaction with teens and youths in a program atmosphere, youth related community centers, volunteer services within communities with management of youth events operations or management of childcare centers. SOURCES SOUGHT: The anticipated North American Industry Classification System Code (NAICS) for this requirement is 624110 with the corresponding sales size standard of $13.5 million.� This Sources Sought Synopsis is requesting responses to the following criteria that can provide the required services under the NAICS Code.� To assist in making a determination regarding the level of participation by small business in any subsequent procurement that may result from this Sources Sought, you are also encouraged to provide information regarding your plans to use joint venturing (JV) or partnering to meet each of the requirements areas contained herein.� This includes responses from qualified and capable Small Businesses, Small Disadvantaged Businesses, Service Disabled-Veteran Owned Small Businesses, Women-owned Small Businesses, and HUBZone Small Businesses.� You should provide information on how you would envision your company's areas of expertise and those of any proposed JV/partner would be combined to meet the specific requirements contained in this announcement.
