- Solicitation Number: NFFM73202202854CM2 Notice Type: Sources Sought Synopsis TITLE: Iridium Mooring Beacons Response Date: Aug 16, 2022 This is a SOURCES SOUGHT SYNOPSIS and is not a presolicitation announcement. The purpose of this Market Research and Sources Sought Notice is to gain knowledge of potential qualified U.S Domestic businesses, which could include Small Business, HUBZone, 8(a), Service Disabled Veteran owned, Women owned Small Business firms and even large businesses. Responses to this Sources Sought Synopsis will be used by the Government in making appropriate acquisition decisions. The NOAA NMFS NEFSC uses underwater acoustic recorders to record ocean noise and marine animal vocalizations and sounds for the purposes of monitoring their distribution, abundance and/or acoustic behavior. Recently, the NEFSC has started to deploy acoustic recorders in regions that are further offshore and more difficult to access, often resulting in recovery operations in less-than-ideal sea state conditions and/or during the night. To facilitate reliable recovery of acoustic moorings under a variety of conditions, a highly accurate, reliable retrieval beacon that provides both visual signaling and satellite capabilities is required. Therefore, the NEFSC requires 16 Subsurface Iridium/LED mooring beacons, to attach to existing underwater acoustic moorings located in the Gulf of Maine and US waters. INTENDED USE / PURPOSE: The Iridium/LED mooring beacon needs to allow for reliable, accurate location tracking of the units on which they are deployed, with hourly position information provided for up to 21 days or more. The units are essential to ensure the successful recovery of underwater acoustic moorings from offshore environments, during day or night operations. SPECIAL REQUIREMENTS ESSENTIAL SALIENT FEATURES: The system at minimum must meet or exceed the following: 1. Compact size, less than 15cm length and 300g weight in water 2. Have depth rating exceeding 1000m 3. Provide both Iridium communications as well as an LED beacon 4. Provide hourly location information for at least 21 days when at the surface 5. Have >365 day endurance underwater DELIVERY SCHEDULE Within 90-days of purchase to Woods Hole, MA The North American Industry Classification Code (NAICS) is 334519 with a size standard of 500 employees. Interested firms shall provide, in writing, a brief narrative (no more than 3 pages in length) and documentation to support your firm's capability and experience meeting the requirements herein and include your firm's name, address, point of contact, telephone number, UEID Number, CCR Cage Number, business type and size, i.e., small, large, non-profit, educational, and so forth. Any response that does not include this information will not be considered. The Government will review your response to determine if your firm has the experience, knowledge and capability to provide the items as specified above. This request for information does not constitute a commitment, implied or otherwise, that a procurement action will be issued. Nor does this request for information constitute a commitment, implied or otherwise that any procurement action that may be issued for the Government's requirements. No entitlement to payment of direct or indirect costs or charges by the Government will arise because of the submission of contractor's information.
