- RADIOCARBON ANALYSIS Notice of Intent This is a notice of intent to solicit from a single source. The U.S. Geological Survey (USGS), intends to award a purchase order to Woods Hole Oceanographic Institute. Award will be made in accordance with Federal Acquisition Regulation (FAR) 13.106-1(b) and the procedures at FAR Part 12 entitled, Acquisition of Commercial Items and FAR Part 13 entitled, Simplified Acquisition Procedures. National Ocean Sciences Accelerator Mass Spectrometry (NOSAMS) a 14C-tracer-free facility dedicated to natural level radiocarbon dating with demonstrated experience measuring both pre- and post-bomb 14C levels in all carbon pools. The facility has instrumentation that is capable of handling sample masses in the range of approximately 0.1-5 mg carbon without special handling fees and a precision range typically better than 2-3% (14C). The USGS GEMG has used this service provider for similar service in the past. The continued use of the same laboratory will ensure data consistency and reliability for the duration of the project, which are important for both scientific interpretations and building datasets. The purpose of this notice is to satisfy the requirements of FAR Subpart 5.101(a)(2) and FAR 5.2. This notice of intent is not a request for competitive quotes. However, all responsible parties may submit a quotation by the closing date of this announcement which shall be considered by the agency. No solicitation will be issued. A determination not to compete this action based upon responses received is in the sole discretion of the Government. The NAICS code for this action is 541380, Testing Laboratory. Responses or inquiries shall only be accepted through electronic mail addressed to yangzhideng@usgs.gov and must be uploaded and received in their entirety no later than August 10, 2022 at 1700 ET. Responses submitted by hardcopy or any web portal shall not be accepted or considered. PERFORMANCE-BASED WORK STATEMENT I. GENERAL INFORMATION A. Introduction. We will send to the lab charcoal and peat samples taken from fluvial and pluvial deposits within the map area. The lab will provide precise measurements of properties of radiocarbon, a radioactive isotope of carbon, and provide an uncalibrated age for the material in carbon years. The ages will constrain the timing of fluvial deposition corresponding to construction of the prehistoric floodplain. The study will thereby identify periods of Holocene fluvial deposition since glacial retreat, and assess if Tuolumne River subalpine floodplain construction has occurred during warm and dry or wet and moist climatic periods during the Holocene. B. Background. Program funding was provided for these analyses in conjunction with surficial mapping in Tuolumne Meadows, Yosemite National Park, California. C. Scope. These analyses are standardized and performed as such. II. WORK REQUIREMENTS A. Technical Requirements. 1. Describe specific work requirements and/or work products. These analyses are standardized throughout the industry and performed by this lab as such. NOSAMS has a reputation for consistency and professionalism among USGS scientists. 2. Criteria for acceptance of Product or Service. We will be able to quickly assess the precision of the lab work by comparing the lab results to one another. Because samples are collected physically in stratigraphic order, they should be consistently older or younger than one another, consistent with my field notes. The overall accuracy of the results will be assessed by comparison with samples processed and analyzed in 2020 at the USGS lab, which is now closed. B. Deliverables. 1. Lab will supply a tabulated description of sample condition, radiocarbon content, and radiocarbon years for each sample. 2. Delivery dates for work/product to be completed and point of delivery. Samples will be sent to the lab in batches and a lab report will be delivered to the USGS describing the sample properties typically within one month of receipt. III. SUPPORTING INFORMATION A.
