Description
National Cancer Institute (NCI), Division of Cancer Epidemiology and Genetics (DCEG) seeks to procure sample analyses, on a sole source basis, from the University of Missouri-Columbia of 1513 Research Park Drive, Columbia, MO 65211 This acquisition will be processed under FAR Part 12 � Acquisition for Commercial Items and will be made pursuant to the authority in FAR 13.106-1 (b)(1)(i) using simplified acquisition procedures for commercial acquisitions.� The North American Industry Classification System code is 541990 and the business size standard is $15.0M. The purpose of this procurement is to conduct elements measurement of blood samples for Cu, Zn, Fe, Mg, Se, Ca, Cd, Pb, As, and Hg using inductively coupled plasma mass spectrometry, neutron activation analysis, and a direct mercury analyzer at the University of Missouri. The University of Missouri-Columbia Research Reactor Center has been performing element measurements for comparable NCI studies. To ensure consistency of the analysis and to minimize measurement bias, NCI requires the same source. Specifically, the University of Missouri-Columbia Research Reactor Center made measurements for a companion study (PMID: 29216866) in a Kenyan study of esophageal cancer and NCI requires the measurements be exactly comparable to the previous measurements so that the data can be pooled to make stronger inferences. The University of Missouri-Columbia Research Reactor Center has been identified as the only known source capable of fulfilling the requirements of this project.� This notice is not a request for competitive quotation. However, if any interested party, especially small business believes it can meet the above requirement, it may submit a capability statement for the Government to consider. The response and any other information furnished must be in writing and must contain material in sufficient detail to allow NCI to determine if the party can perform the requirement.� Responses must be received in the contracting office by 12:00 PM ET, on August 12, 2022.� All responses and questions must be via email to Miguel Diaz, Contracting Officer at miguel.diaz@nih.gov.� A determination by the Government not to compete this proposed requirement based upon responses to this notice is solely within the discretion of the Government. TITLE Element measurement to study the risk factor of Esophageal Squamous Cell Carcinoma in Malawi BACKGROUND Esophageal squamous cell carcinoma (ESCC) is common in the developing world and is the second most common cancer diagnosis in Malawi. Kamuzu. Central Hospital clinical care to over 1,700 patients per week in Lilongwe, Malawi is the only regional hospital that can diagnose and care for esophageal cancer patients. The case-control study of ESCC in Lilongwe, Malawi has recruited a total of 600 subjects (300 cases and 300 controls) in a high-incidence area of ESCC in Malawi. NCI�s goal is to understand the risk factors and pathogenesis of ESCC in Malawi, and to establish effective screening and prevention programs there. OBJECTIVE The primary objective of this project is to understand a comprehensive elements profile of the blood samples collected from the 300 control subjects enrolled in the study. SCOPE The aim of this project is to measure the elements of Cu, Zn, Fe, Mg, Se, Ca, Cd, Pb, As, and Hg using inductively coupled plasma mass spectrometry, neutron activation analysis, and a direct mercury analyzer of the blood samples collected from the 300 controls only. The contractor shall perform the following tasks: Project Management Plan The Contractor shall develop an overall project plan for the Scope of the project. The Project Management Plan shall describe the development and implementation of the requirements under this contract and detail the timing and mode of key operations Conduct element measurements of Cu, Zn, Fe, Mg, Se, Ca, Cd, Pb, As, and Hg using inductively coupled plasma mass spectrometry, neutron activation analysis, and a direct mercury analyzer of aliquoted serum samples (100?l /sample) collected from 300 controls. Prepare reports summarizing analysis results. TYPE OF ORDER This is a firm fixed price purchase order. This will be a non-severable service.� PERIOD OF PERFORMANCE The period of performance shall be for twelve months from date of award. REPORT(S)/DELIVERABLES AND DELIVERY SCHEDULE All samples collected from the study are stored at the NCI Frederick Repository. Samples will be delivered to the Contractor for analysis. All deliverables, including reports of analysis, delivery confirmation shall be sent electronically (Microsoft Word or Excel 2013, unless approved by the COR) upon completion of the analysis. PAYMENT Payment shall be made in full upon completion of the analysis and submission and acceptance of all deliverables. Payment authorization requires submission and approval of invoices to the COR and NIH OFM, in accordance with the payment provisions listed in the Purchase Order.� The following clause is applicable to all Purchase Orders, Task or Delivery Orders, and Blanket Purchase Agreement (BPA) Calls: PROMPT PAYMENT (JUL 2013) FAR 52.232-25.
