- Description
- The National Aeronautics and Space Administration (NASA) Ames Research Center (ARC) intends to extend Contract NNA15BD92C with American Paragon Protective Services, LLC (APPS) on a sole-source basis pursuant to 10 U.S.C 2304(c)(1), Only One Responsible Source. The objective is to exercise FAR 52.217-8, Option to Extend Services, for an additional six (6) months to provide continued mission-critical emergency services. The purpose of this contract is to provide uniformed security operations, infrastructure security, personnel security, international visit coordination, export control, visitor registration and access pass processing, employee badging, dispatch, firefighting, fire prevention and fire protection engineering, aircraft rescue and firefighting, emergency management, and federal law enforcement training. The extension will extend the period of performance of the current contract, NNA15BD92C, for a period of six-months, September 1, 2022 through February 28, 2023. The extension may increase the current value of the contract. The current contractor, APPS, is considered the only contractor that can meet ARC�s needs given the short period of performance for the extension. Failure to extend the contract would result in disruption of critical emergency services support at ARC. The emergency services provided under the contract are required for the protection of the Government property, life and safety. Awarding a six-month contract to another source, at the same time as the competition of the follow-on is in process, would result in substantial duplication of costs and unacceptable delays in fulfilling the government�s requirements and not allow for a sufficient phase-in period, thereby effecting continuity of critical emergency services. This notice of intent is not a request for competitive proposals. Notwithstanding this stated intent, interested organizations may submit their capabilities and qualifications to perform this proposed procurement action in writing to the identified point of contract no later than 11:30 A.M. PST on August 20, 2022. Submitted capabilities/qualifications will be evaluated solely for determining whether to conduct this procurement action on a competitive basis. A determination by the Government not to compete this proposed procurement action on a full and open competition basis, based upon responses his notice, is solely within the discretion of the Government.
