***NOAA's Acquisition & Grants Office, Western Acquisition Division-Boulder, Office of Oceanic and Atmospheric Research (OAR), Pacific Marine Environmental Laboratory (PMEL) intends to negotiation, on a sole source basis, under authority of FAR 13.106-1(b)(1) and FAR 25.407, with Environmental Analytical Systems, out of Ontario, Canada for a model 444 141, Multi Sediment Trap with 24 bottles, Titanium Array. ***The sole source determination is based on the National Oceanic and Atmospheric Administration (NOAA) requirement that Meteorolgie Consult GMBH is the sole manufacturer of these traps. At present, collaborative research institutions utilize the Environmental Analytical Systems sediment trap (24 rotating bottle trap, titanium array). This sediment trap, composed of a titanium frame with a 24 rotating cup trap, has a proven record of deployment in Arctic waters< -1 �C seawater for a year, and is small in size, a requirement not only for deck-space on the research vessels but also due to the short mooring construction required in very shallow waters such as the Chukchi and Bering Seas. Utilizing the same sediment trap will provide necessary continuity at the DBO study regions - allowing shared resources and personnel to work with instruments that employ the same physical setup, software and analyses and therefore lead to a higher success rate in deployment, recovery, and measurement comparison. Without continuity of this equipment, NOAA and EcoFOCI mission of providing data may be compromised during deployment (if it breaks), delays in analysis (impacting reporting to stakeholders and managers in Alaska), and/or the success of the overall DBO project. Delivery no later than January 30, 2023 to Seattle, WA. ***THIS NOTICE OF INTENT IS NOT A REQUEST FOR COMPETITIVE PROPOSALS AND NO SOLICITATION PACKAGE IS AVAILABLE. HOWEVER, FIRMS THAT BELIEVE THEY CAN FULLY MEET THE GOVERNMENT'S REQUIREMENTS MAY SUBMIT SUBSTANTIATING DOCUMENTATION IN WRITING TO THE IDENTIFIED POINT OF CONTACT WITHIN 15 DAYS AFTER PUBLICATION OF THIS SYNOPSIS. SUCH DOCUMENTATION WILL BE EVALUATED SOLELY FOR THE PURPOSE OF DETERMINING WHETHER OR NOT TO CONDUCT THIS PROCUREMENT ON A COMPETITIVE BASIS. A DETERMINATION BY THE GOVERNMENT NOT TO CONDUCT A COMPETITIVE PROCUREMENT, BASED UPON RESPONSES TO THIS NOTICE, IS SOLELY WITHIN THE DISCRETION OF THE GOVERNMENT. ORAL COMMUNICATIONS ARE NOT ACCEPTABLE IN RESPONSE TO THIS NOTICE.
