- The National Institute of Standards and Technology (NIST) intends to negotiate on a sole source basis, under the authority of FAR 13.106-1(b) (1), with: Anton Paar USA, Inc., 10215 Timber Ridge Drive, Ashland, VA 23005 The sole source justification is based on the following: The National Institute of Standards and Technology (NIST) Inorganic Chemical Metrology Group performs elemental and isotopic measurements using a variety of spectrochemical methods.� A core duty involves measurement services fulfilling customer needs through value assignment of NIST Standard Reference Materials (SRMs), stability testing of SRMs, and supporting traceability programs.� The Anton Paar Multiwave microwave system is the only microwave that features the ability to perform microwave-induced combustion (MIC) using 20 Bar oxygen pressurized quartz vessels, necessary for total digestion of reference materials being measured for value assignment.� MIC is the only validated method currently being used for total sulfur value assignment in coal and fuel oil SRMs.� The Anton Paar MW5000 system possesses the requisite capabilities to perform microwave-induced combustion and will allow for seamless application of our isotope dilution methods for sulfur to support coal, coke and fuel oil SRMs. The Anton Paar Multiwave microwave system also underpins mercury metrology sample preparation for isotope dilution cold vapor ICP-MS (ID-CV-ICP-MS) methods that are used to assign certified mercury values for many SRMs and RMs. The quartz closed-vessels available in the 8-position rotor for this microwave system can achieve 80 bar pressure, 260 �C, and do not form mercury memory over time that can occur in TFM vessels.�� In addition to supporting sample preparation for measuring mercury in SRMs/RMs, the microwave system supports NIST's Gaseous Elemental Mercury (GEM) traceability programs through digestion of activated carbon from sorbent traps that passively collect samples from the NIST PRIME mercury generators for recertification using ID-CV-ICP-MS traceable to SI through SRM 3133.� These mercury measurements and calibrations underpin traceability for the EPA's national GEM monitoring framework through a two-tier system that NIST uses the NIST PRIMEs to certify vendor PRIME and vendors use vendor PRIME to certify end-user units such as those at power utilities. To prevent further delays in research efforts, as well as additional time and costs from incurring, it is recommended that a sole source award be made to Anton Paar to purchase a new Multiwave microwave system. The resulting purchase order will be a Firm Fixed Price purchase order. The NAICS Code is 334516- Analytical Laboratory Instrument Manufacturing with a size standard of 1000 employees. No solicitation package will be issued. This notice of intent is not a request for competitive quotations; however, interested parties who regard themselves as capable of fulfilling these requirements are invited to submit responses to the Government for consideration. Responses received by 9:00 Am EST August 19, 2022, will be considered by the Government. Responses must be submitted via email to the Government point of contacts listed below. A determination by the Government not to compete the proposed acquisition based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
