- Background: The Zoombug Stewardship IRSC shall be awarded under the following authority. Stewardship Authority: Section 604 (16 USC 6591c) of Public Law 108-148 as amended by Section 8205 of Public Law 113-79, the Agricultural Act of 2014�Grants the U.S. Forest Service (Government) permanent authority to enter into stewardship contracts or agreements to achieve land management goals for the National Forests or public lands that meet local and rural community needs. Section 8205 supersedes the temporary authority granted to the Forest Service (Government) in section 347 of Public Law 105-277, the Omnibus Consolidated and Emergency Appropriations Act, 1999. Project Location: The Zoombug Stewardship IRSC consists of the Almanor and Zoombug project areas The Almanor Deck Removal project area is located west of Chester, from Mineral to the Almanor North Boat ramp entirely on National Forest System lands within the administrative boundaries of the Almanor Ranger District, Lassen National Forest in California. There are 4 units in 3 subdivisions. Legal description is T29N R4E, Sec. 19, T28N R5E Sec. 4, T27N R7E, Sec. 3, 10 and T27N R8E, Sec. 18. Plumas and Tehama counties, CA. (See draft Vicinity Map uploaded as an attachment to this notice). The Zoombug project area is located along Humbug County Road 307/BLU 01513 as well as FS Road 26N27 and lies entirely on National Forest System lands within the administrative boundaries of the Almanor Ranger District, Lassen National Forest in California. The Eastern side of the project is on Humbug Country Road 307 accessed from CA Highway 89 at the turnoff for Humbug/Humboldt County Roads. The closest community is the town of Chester, Plumas County 12 miles from the Eastern portion of the contract. Legal description is T27N R7E Sec. 31; T26N R6E Sec. 2-5, 7, 8; T26N R5E Sec. 11, 12, 14-18, 20-22, 30.�Butte and Plumas counties, CA. (See draft Vicinity Map uploaded as an attachment to this notice). Description of Work: The Lassen National Forest is currently preparing the Zoombug Stewardship IRSC which aims to it improve forest health and enhance community safety within the Wildland Urban Interface in moderate to severely burned areas within the Dixie Fire Complex of 2021. These goals will be accomplished by removing hazardous fuels from the watershed and Wildland Urban Interface (WUI). The following work items are anticipated as mandatory work: Item 1. Decked and Piled material in Almanor Deck Removal units 21, 22, 24 and 26 will be removed from Contract Area. In Unit 22 in addition to the deck to be removed it will also include chipping the slash piles located around the boat ramp and spreading the chips onto the ground to a depth no deeper than 4�. In Unit 24 in addition to the deck to be removed there are trees marked for removal in and around the Mineral Fire station. (33 acres) Item 2.� Mechanically cut and deck all fire killed and injured trees (3.0 inch dbh and above) in units 1B, 2-9, 11-13, 40B and 41 with option to remove timber subject to agreement. Marked trees in Equipment Exclusion Zones (EEZ) and in Controlled Areas on the ground will be manually felled and left. (539.4 acres) Item 3. Endlining removal of trees in units 1A, 10 and 40A. Trees will be cut and decked (11.9 acres) Optional items are anticipated to be: Item 4. Chipping (trees less than 18.0 inches and Topwood slash) and removal in units 1A, 1B, 2-13, 40A, 40B and 41 (551.3 acres). Item 5. Road maintenance (27 miles). Item 6. Remove Timber Subject to Agreement. Estimated Timber Volume is as follows: Almanor Deck Removal- 3,060 Tons Zoombug Estimate � 32,336 Tons Period of Performance:� The tentative plan is to require Almanor Deck Removal Units 21 and 22 with a completion date of December 31, 2022. Completion date for all other work items is November 30, 2023. Site Visit Date and Time: The Forest will hold a site visit for prospective contractors to facilitate dialogue on contractual requirements and identify any operational limitations foreseen by attendees. The site visit will be held approximately 7-10 days after solicitation issuance.� Complete details regarding meeting date and time shall be provided in the solicitation. **Please note that information within this notice is subject to change based on Forest revisions to the requirement, changes within the local timber market, and feedback from industry. � It is anticipated that the Request for Quotes with all attachments shall be issued on or around August 22, 2022. All final technical specifications maps and attachment will be available for download at that time.� Please note that all Contractors must be actively registered in the System for Award Management (SAM) https://www.sam.gov/SAM/ to be eligible for award under this solicitation.� Registration in SAM is a free service and you do not need to pay to register in this system. The contract shall be awarded using a best value source selection method; the resulting contract shall be a firm fixed price commercial services contract.
