Description
This is a Combined Synopsis/Solicitation for commercial items prepared in accordance with the format in FAR Subpart?12.6 and FAR 13, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are request and a written solicitation will not be issue.� Instructions to offerors (Tailored for quotes under FAR Part 13), evaluation criteria, and all applicable FAR Provisions and Clauses are attached.� The Solicitation Number: #70Z08122Q066734�issued as a Request for Quotation (RFQ).�� The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2022-06� This acquisition is issued as a: Total Small Business 100%� The applicable NAICS Code is: #238210� Where, Federal Acquisition Regulation Clause Language is inconsistent with FAR 13.004, Legal Effect of Quotations, the language is hereby tailored in accordance with FAR 12.302 to be consistent with a Request for Quotations (RFQ).� This tailoring includes, but is not limited to the following:� In accordance with FAR 13.004, a quotation is not an offer, and any clause provision to the contrary that are hereby modified to be consistent with FAR 13.004. Where the word ""offer/offeror� or a derivative of that word appears, it is changed to ""quote/quoter� or a derivative of that word.�� FAR 52.237-1 -- Site Visit (APR 1984)� Offerors or quoters are urged/expected to do a site visit at the location where the services are to be perform and to satisfy themselves regarding all general and local conditions that may affect the cost of contract performance, to the extent that the information is reasonably obtainable. In no event shall failure to inspect the site constitute grounds for a claim after contract award.� REQUEST TO SITE VISIT:� It is strongly suggested to perform a site visit requirement/these services� Site visit date: August 11th, 2022� Site visit Time:� 9:30 am�� Site visit POC: Marian Tauber, Marian.E.Tauber@uscg.mil , 252-384-7416� All companies attending site visit are required�to contact the site visit POC to be added to the schedule and front gate access list.� All companies attending site visit are required to provide the list on names of technician working on the project to the POC before site visit date to check for NICET certifications required.� The FOB destination/location for services: USCG Base Elizabeth City� (a)� 1664 Weeksville Road, Elizabeth City NC 27909� USCG Base Elizabeth City has a requirement to:� QUALIFICATIONS & CHARACTER OF WORK: The Contractor shall furnish in writing to the contracting officer evidence of being an authorized Fire Alarm Technician.� The contractor shall also furnish in writing evidence of qualifications for each of his maintenance and service employees with bid submittal.� �The On-Site Supervisor shall be a National Institute for Certification in Engineering Technologies (NICET) Engineering Technician with a minimum of Level III certification in Fire Alarm Systems or Water Based Systems along with eight (8) years of experience. Sprinkler Mechanic: NICET, Level II, current card/certification in the field of Inspection and Testing of Water Based Systems. Fire Alarm Mechanic: NICET, Level II, and current card/certification in the field of Special Hazards. Mechanic inspecting and testing subject Deluge Systems: NICET, Level III, and current card/certification in the field of special hazards suppression systems. Mechanic shall also have a minimum ten (10) years of experience in inspection and maintenance of �Pneumatic Rate of Rise� type systems.� Electrician: Currently licensed, with a minimum of two (2) years of experience in fire alarm and fire suppression systems. No interns, laborers, trainees or apprentices shall be allowed to perform this work.� The Contractor shall have a registered Fire Protection Engineer on staff with a minimum three (3) years of experience.
