- Description
- This Pre-solicitation Notice is for PN: UHHZ494740 Advanced Battle Management FoS Maintenance & Logistics Facility, Robin AFB, GA. This acquisition will be restricted, an invitation for Bid, and will result in a Firm Fixed Price Contract Award. Description/Scope: Construct an Advanced Battle Management System (ABMS) Family of Systems Hangar Complex.�Includes 6 bays, a 22K SF admin, and a 35K SF electronic maintenance, age and supply facility approximately 170,000 GSF. This project will comply with DoD antiterrorism/force protection requirements per unified facilities criteria. Exterior work includes all necessary exterior utilities, access pavements, fire protection, site work, and support. Special Construction Requirements: Standby power generators; UPS; roll-up doors; utility lines/communication infrastructure. This facility will be turnkey and includes purchase and installation of FF&E. The project consists of an entry control point (ECP) with perimeter security and an ABMS Hangar Complex. The proposed ABMS Hangar Complex and Apron will be located within the flight line. The entry control facility includes a gatehouse and personnel / vehicle entrapment areas to control the secure perimeter. The gatehouse contains a guard room, monitoring room, comm room and toilet. This ABMS Hangar Complex includes hangar bays, back shops, supply, administrative areas, and support spaces. The hangar bays will include two heavy maintenance hangar bays located on the north side of the complex with one of the bays used for fuel cell maintenance, and two engine ground running hangar bays located on the south side of the facility and will accommodate the operation of the aircraft inside of the bay. The engine will run at idle speed. Period of Performance: 1080 Calendar Days. In accordance with DFARS 236.204(ii), the magnitude of construction for this project is between $25,000,000.00 and $100,000,000.00. Evaluation Criteria: The contract will be solicited and procured via FAR Part 14, Sealed Bidding Procedures. Notes: 1. The Solicitation will be issued in electronic format only and is anticipated to be posted on or about 15-20 August 2022. Please note that the bid opening date will be specified in the Solicitation when issued.� 2. This requirement contains a sole source portion. Reference Request for Information posted July 19, 2022, W912HN22SRB01. The components are Det-tronics Eagle Quantum Premier Flame Detection Panel, Det-tronics X3301 Flame Detector, and Vindicator Security System. These components are sole source requirement, not brand name. Contractors can prepare by locating subcontractors with experience with these brand. All responsible sources may submit a capability statement, proposal, or quotation, which shall be considered by the agency. 3. This requirement will have a Construction Security Plan and documents for Solicitation will be restricted access. There will be a Security Tracking Log for the Solicitation.�
