- This is a Request for Proposal (RFP) which will result in the following item listed below to support various Night Vision Devices to protect both the user and equipment from a laser threat environment.� The NAICS code is 333314. The proposed contract type is a Firm-Fixed-Price (FFP), Indefinite-Delivery Indefinite-Quantity (IDIQ) contract with one five-year base period. FAR Part 15 will apply to this acquisition.� The item listing below is in the format: NSN, P/N, Nomenclature. 5855-01-379-1410, 5009737, Filter, Infrared Light Annual Best Estimate Quantity (BEQ) is as follows: Year 1 � 19,087 Year 2 � 19,904 Year 3 � 19,903 Year 4 � 19,904 Year 5 � 19,903 INTERNATIONAL TRAFFIC IN ARMS REGULATION (ITAR): Night Vision Devices and components, and their associated technical data, are restricted from export by the International Trafficking in Arms Regulation (ITAR), Part 121, Category XII. The TDP is subject to the Internal Traffic in Arms Regulations. Any offeror who wants to request a copy of the TDP must be registered in the Joint Certification Program, website is below. https://public.logisticsinformationservice.dla.mil/PublicHome/jcp/default.aspx The contractor must maintain an active certification in the Joint Certification Program (JCP) as of the solicitation close date and time and including the entire contract period of performance. To request a copy of the TDP, please send an email to: matthew.crouch@dla.mil, and include your current JCP certification. First Article Test (FAT) will be required, which will be detailed in the solicitation. An Offeror may request a FAT waiver if meets certain conditions. DD254 Contract Security Classification Specification A DD254 Contract Security Classification Specification is part of this requirement and will be included in the RFP. To be eligible for award, an Offeror will be required to have access to classified data. The required Facility Security Clearance (FCL)/Level of Safeguarding for Classified Information/Material is SECRET/SECRET. Classified Reading Room An appointment at the classified reading room at Aberdeen Proving Ground, MD is available, upon request, for review of the classified SECRET Light Interference Performance Specification.
