****SOURCES SOUGHT FOR MARKET RESEARCH PURPOSES ONLY**** POL Bulk Storage, Kingdom of Jordan Sources Sought Announcement for a�Design Bid Build Construction Contract�for the United States Army Corps of Engineers Transatlantic Middle East District 1. ��AGENCY: United States Army Corps of Engineers (USACE) Transatlantic Middle East District (TAM) 2. ��PSC: Y1GC Construction of Fuel Storage buildings 3. ��PLACE OF PERFORMANCE: Undisclosed Location, Kingdom of Jordan 4. ��ACQUISITION INFORMATION:� The U.S. Army Corps of Engineers (USACE), through its Transatlantic Division (TAD), Transatlantic Middle East District (TAM), anticipates soliciting and awarding a contract to provide the necessary construction services as described throughout the contract documents. The project site is located at undisclosed location approximately 100km east of Amman, Jordan This will be a firm-fixed price (FFP) Design-Bid-Build (DBB) contract awarded on the basis of full and open competition in accordance with Federal Acquisition Regulation (FAR) Part 15 Contracting by Negotiation and FAR Part 36, Construction and Architect Engineer Contracts. No reimbursement will be made for any costs associated with providing information in response to this Sources Sought or any follow up information requests. Magnitude of Construction: The total contract dollar value for the base and options will be estimated between $25 million and $50 million. Performance Period: �The anticipated period of performance is 900 calendar days. 5. PROJECT DESCRIPTION:� �The U.S. Army Corps of Engineers (USACE), through its Transatlantic Division (TAD), Transatlantic Middle East District (TAM), is evaluating the ability of businesses to perform a scope of work for construction. The intent of this project is to construct two (2) 15,000 barrel cut and cover bulk Petroleum/Oil/Lubricant storage tanks with associated concrete and steel pump houses and filter facility, with Diesel operating storage tanks and dispensers. This DBB project also includes two R-11 refueler vehicle fill stands, a receipt system, associated pavements, utilities, communications, site improvements, security fencing, and perimeter lighting to provide a complete and useable facility. A backup generator is included. All facilities are designed as semi-permanent construction in accordance with Unified Facilities Criteria 1-201-01 Non-Permanent Department of Defense Facilities in Support of Military Operations. This project will comply with Department of Defense antiterrorism/force protection requirements per Unified Facilities Criteria 4-010-01 Contracting Procedures: The solicitation will be a request for proposal (RFP).� Contract award will be based upon the Best Value Tradeoff source selection process will be used to evaluate all proposals received. The evaluation criteria will be conveyed within the Request for Proposal (RFP). One or more of the items in the project scope may appear in the solicitation as an option item. The contract will be awarded on a firm-fixed price basis only. The total contract dollar value for the base and options is estimated between $25 million and $50 million. Additional Requirements: Performance and payment bonds are required and must be sufficient to cover the stated estimated annual maximum contract value. Firms must be licensed to conduct business in Kingdom of Jordan. 6. SOURCES SOUGHT: The purpose of this sources sought is to gain knowledge of interest, capabilities and qualifications of firms who have the capabilities to complete and perform construction services of this magnitude, and to address any questions, recommendations or concerns from Industry. �The Government must ensure there is adequate competition among potential pool of responsible contractors. � 7. RESPONSES: Interested offerors are requested to complete and submit the attached statement of capability describing their knowledge, skills, experience and the requirements necessary to execute the scope of work. In addition, provide responses to the following: Place the words �Market Research for BULK POL STORAGE W912ER23R0001� on the subject line of your message. The statement of capabilities for this sources sought is not intended to be a Request for Proposal nor Invitation for Bid, nor does it restrict the Government to an ultimate acquisition approach. �It is to request statements regarding the company's ability to demonstrate existing-or-developed expertise and experience in relation to the areas specified herein. Submission of capabilities statement is not a prerequisite to any potential future offerings, but participation will assist USACE in tailoring requirements to be consistent with industry capabilities. This notice is for information and planning purposes only and is neither to be construed as a commitment by the Government nor will the Government pay for information solicited. �Respondents will not be notified of the results of the evaluation. 8. SUBMISSIONS: �The Government is seeking to identify qualified sources under North American Industry Classification System (NAICS) 236220 (Commercial and Institutional Building Construction) either singly or as part of an assembled team. Submission of Capability Statements should be sent via email to Amanda.M.Heck@usace.army.mil using the following naming convention: Company Name-Capability Statement-BULK POL STORAGE. The submission should address all questions in the attached capability statement and your ability to perform the work stated in the project information section of this notice. ANTICIPATED PUBLIC ANNOUNCEMENT & AWARD:� Should the acquisition proceed, USACE anticipates posting the solicitation in August 2022 and award of the contract in December 2022. 10. �RESPONSES DUE:� All interested contractors should submit responses electronically via email no later than 12:00 pm Eastern Standard Time (EST) on 22 July 2022. *****This announcement seeks information from industry, which will be used for preliminary planning purposes.
