Description
Defense Logistics Agency intends to obtain Centrifugal Fan Assembly that is mounted on the Command Post Platform (CPP). The centrifugal fan draws outside filtered air into the shelter through the blower door at a rate of 60 Cubic Feet per Minute (CFM). The fan filters on the intake opening to prevent rain, dust, and debris from entering the interior when the fan is being operated. The fan assembly has an operating voltage of +28 VDC and is mounted to the front exterior wall of the shelter. The CPP system is part of the Standardized Integrated Command Post System (SICPS) suite of systems. This survey is published in compliance with FAR Part 10, (Market Research). The purpose of this survey is to canvass the industry for any possible sources for the ECU identified below. This request for information does not constitute a request for proposals. Submission of any information in response to this market survey is purely voluntary. The Government assumes no financial responsibility for any costs incurred in responding or in any subsequent exchange of information. This Sources Sought Announcement (SSA) is released for purposes of conducting market research to identify additional sources for the production of the Line Repairable Unit (LRU) used in the SICPS system� NSN �� ��� ��� ��� �Description �� � � � � � � �� ��� ��� � � � � Part # � � � ��� � 4140-01-550-6473�� � �FAN ASSEMBLY,CENTRIFUGAL�� � � � ALH-100795-001�� � � � � � � � � � � � � � � � � �� This LRU is a Fan Assembly utilized in the CPP (AN/TSQ-232(V)2, AN/TSQ-232A(V)2, AN/TSQ-232(V)4, and AN/TSQ-232A(V)4). It is the only known technically acceptable part for its application. Only a form, fit, and function identical part will suffice. This is NOT a Request for Quote or Proposal. The Government does not intend to award a contract based on this SSA or reimburse any costs associated with the preparation of responses to this SSA. NO funds have been authorized, appropriated, or received for award of a contract at this time. This Sources sought announcement (SSA) is for planning and market research purposes only, and shall not be construed as a commitment by the Government.� The information gathered from this announcement will be used to determine if responsible sources exist, and to assist in determining if this effort can be competitive and/or set aside for Small Business. �Furthermore, the Government will use the information, in part, to determine the best acquisition strategy for a potential procurement action and/or to assist in making acquisition strategy decisions in the future.� The USG CANNOT guarantee specific requirement for production of LRUs. It is highly encouraged that interested sources fully capable of satisfying potential supply for these items identify and submit their best economic range quantity to achieve manufacture cost savings as part of responses to this announcement for consideration. Source control drawings, performance and finish specifications do not exist for these LRUs, these documents will not be provided if and when the USG release a RFP/Solicitation. Detailed data for repair and/or manufacturing, inspections and test procedures and other documentation pertaining to the existing design WILL NOT be supplied by the Army as they are not available. Response Requirements: Responses must include the following at a minimum: 1.�� �Interested sources capable of successfully producing the LRUs for this item must so indicate, by responding to this notice in writing via email ONLY to POC Email address noted below.� 2.�� �Provide a brief summary of the company and its core competencies. 3.�� �Please provide the following Point of Contact information on all responses: a.�� �Company:� b.�� �Address:� c.�� �Point of Contact:� d.�� �Phone Number:� e.�� �Fax Numbers:� f.�� �Email Address:� g.�� �CAGE Code:� h.�� �DUNS Number:� 4.�� �Affirmatively address ability to produce the LRUs executable for this item with evidentiary data. 5.�� �Identify best economic range quantities for cost savings for production of new units. 6.�� �Past Performance on production of LRUs, Fan Assemblies utilized in the CPP, provided for this item specifying Part Number(s), National Stock Numbers (NSNs) and last repair and/or manufacture date(s). Provide Contract Number, Point of Contact (POC), e-mail address, phone number, and a brief description of your direct support of the effort. 7.�� �Identify specific USG contract number(s), if applicable. Otherwise, identify source of acquisition for LRUs for this item if not obtained from the approved source; indicate nomenclature(s) of any other end-items in which any of the above listed LRUs are configured into and part of, if known. 8.�� �Summary of production of LRUs provided whether as a direct supplier to the USG or as a Supplier/Vendor to a Contractor with a direct USG contract. If the latter, provide copies of Purchase Orders (POs) from the approved source as a Supplier/Vendor or a statement from the approved source demonstrating that the Supplier/Vendor can, in fact, successfully deliver specification compliant repaired units. 9.�� �Provide statement with supporting data to demonstrate company�s readiness assessment to successfully produce compliant units to meet form, fit, and function requirements when integrated into the next higher assembly and for its intended function. 10.�� �Specify Production Lead Time (PLT) for manufacturing of new units from DAC award. 11.�� �Supply electronic copies of documentation such as validated specifications, inspections and final acceptance procedures and associated test results demonstrating compliance with the item�s drawing and specifications. 12.�� �Indicate specific quality standard, e.g. ISO (International Organization for Standardization) Certification or National, source uses for production operations. 13.�� �Address any foreseen risk with producing these items and associated mitigation plan. 14.�� �Identify any need for Government Furnished Equipment and provide justification for such need.� 15.�� �Describe your company's experience in managing obsolescence issues. 16.�� �Does your company maintain a Program and Assessment Tool to monitor and analyze the availability of components to allow clear and precise tracking of all obsolescence issues? �If so, please elaborate on the Program and Assessment tool(s). 17.�� �Describe your company's experience in identifying the alternatives for the unavailability of obsolete materials or components to mitigate obsolescence issues. 18.�� �Is your company interested in providing a long term, short term, or spot buy, contractual solution? �Regarding contractual quantity/year types, what does your company envision? �(example; fixed quantity, IDIQ, Option quantities, or years)? �Explain 19.�� �Do you have product(s) or keep products in stock 20.�� �Identification of current status as a Large Business or Small Business Concern. Interested Sources/Parties responding to this SSA shall be responsible to adequately label �PROPRIETARY� or �CONFIDENTIAL or �BUSINESS SENSITIVE� marking as appropriate in their responses.
