Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with format in FAR subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are requested and a written solicitation will not be issued. Solicitation Number W50S9E22Q0010 is hereby issued as a Request for Quote (RFQ). The Incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2022-06, Dated 26 May 2022 and the Defense Federal Acquisition Regulation Supplement (DFARS) change notice 20220623. It is the contractor�s responsibility to become familiar with applicable clauses and provisions. This acquisition is under North American Industry Classification Standards (NAICS) code 334310 with the number of employees not to exceed 750 individuals. The government intends to award a Firm Fixed Price (FFP) contract to a qualified Total Small Business deemed responsive in accordance with Federal Acquisition Regulation (FAR) Part 13. Quotes must conform to all requirements outlined in this Request for Quote (RFQ) and will be evaluated based upon the Best Value to the Government. Delivery of requirements will be FOB destination. This office will consider any late quotes or any late revisions of quotes as non-responsive. In no event shall any understanding or agreement between the Contractor and any Government employee other than the Contracting Officer on any contract, modification, change order, letter or verbal direction to the contractor be effective or binding upon the Government. All such actions must be formalized by a proper contractual document executed by an appointed Contracting Officer. The Contractor is hereby notified that in the event a Government employee other than the Contracting Officer directs a change in the work to be performed or increases the scope of the work to be performed, it is the Contractor's responsibility to make inquiry of the Contracting Officer before making the deviation from the written terms of the contract. Payments or Partial payments will not be made without being authorized by an appointed Contracting Officer with the legal authority to bind the Government. Description of Requirement: The 194th IS requires an A/V Tech Refresh for the system in their SCIF located at building 109 of Camp Murray, Washington. CLIN 0001: Contractor will provide all components, equipment, and capabilities as described in the attached requirement description dated 5 August 2022, including all labor, materials, and workmanship for installation. Price will be evaluated based on the total price given for CLIN 0001 and OPT 1001 Delivery time will be evaluated as the number of days after receipt of order (ARO). Technical acceptability will be evaluated through a document no longer than six pages, consisting of a detailed parts and material listing responding to the Requirements Description, and a labor plan/schedule. Parts listing should detail type and quantity of items. Labor plan/schedule will be a listing of labor hours by tasks and the number of personnel required. Both material listing and labor plan will be evaluated based on the requirements listed in the Requirements Description. Price and technical acceptability are equal in value, followed by delivery time. This is a best value decision. �Best value� means the expected outcome of an acquisition that, in the Government�s estimation, provides the greatest overall benefit in response to the requirement. In accordance with FAR 12.602 & FAR 13.106-2, price, delivery time, and technical acceptability will be considered in the streamlined evaluation.
