Description
PURCHASE REQUEST # NFFS73002202711 for serological analyses of Alaskan pinniped samples ****NOAA�s Acquisition & Grants Office, Western Acquisition Division-Boulder, intends to negotiate, on a sole source basis, under authority of FAR 13.106-1(b)(1) with University of California, Davis. in Davis, California. ****The sole source determination is based on the National Oceanic and Atmospheric Administration�s (NOAA) Alaska Fisheries Science Center, Marine Mammal Laboratory has a need for service from the University of California, Davis out of Davis, CA, for the purchase of serological analyses of Alaskan pinniped samples. The vendor University of California, Davis. is the sole source for this service. Although serologic assays for pathogen exposure can be performed by many labs, each lab has protocols and equipment that are specific to that lab. Small differences between labs have the potential to produce slightly different results despite using the same overall methods, so it can be difficult to compare results from different labs for some serologic tests for pathogens. Additionally, a statistical model using results from different labs to compare pathogen exposure among different pinniped species, years, age classes, and sexes would require a model with additional parameters to explain any variability due to different testing labs, which in turn, increases the risks of inflating or masking any differences among variables mentioned above. Serum samples from Alaskan pinnipeds, collected in 2009-2018, have already been analyzed in Patricia Conrad�s lab at UC Davis for antibodies to Toxoplasma gondii and Sarcocystis neurona, using the indirect immunofluorescence assay (IFA). The MML has collected additional serum samples from Alaskan pinnipeds from 2014-2022, that still need to be analyzed for exposure to these parasites. The Conrad lab has already analyzed serum from these species using the IFA test, and it is critical that the same lab test the additional serum samples so that results from different years of testing will be comparable. It is best practice for serological tests to have one lab perform all procedures so that the results will be consistent when tested in different years. Serum samples from Alaskan pinnipeds collected in 2014-2018 have been analyzed for Brucella antibodies by the Marine Ecosystem Health Diagnostic and Surveillance Laboratory at UC Davis using the Brucella card agglutination test. We have additional samples collected from 2014 through 2022 that have not been analyzed yet. Testing for Brucella antibodies is notoriously difficult, and obtaining comparable results from tests at different labs is problematic. Thus, it is critical that the same lab that analyzed our previous samples for this pathogen conducts the testing for the remaining samples. Period of Performance: The period of performance for this contract is a 13-month base period (Task-1), and four 12-month option periods: Base period: September 1, 2022� September 30, 2023 Option period #1: October 1, 2023 � September 30, 2024 Option period #2: October 1, 2024 � September 30, 2025 Option period #3: October 1, 2025 � September 30, 2026 Option period #4: October 1, 2026 � September 30, 2027 ***This notice of intent is not a request for competitive proposals and no solicitation package is available. However, firms that believe they can provide the service as described that fully meets the Government�s requirements may submit substantiating documentation in writing to the identified point of contact within 15 days after publication of this synopsis. Such documentation will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to conduct a competitive procurement, based upon responses to this notice, is solely within the discretion of the government. Oral communications are not acceptable in response to this notice.
