N0016422SNB79 � REQUEST FOR INFORMATION (RFI)/SOURCES SOUGHT (SS) � �Nulka MK234 Canister Sleeve Refurbishment � PSC J059 � NAICS 334511 Issue Date: 08 August 2022 � Closing Date: 07 September 2022 � 4:00 PM EDT The Naval Surface Warfare Center, Crane Division (NSWC-CR) located in Crane, Indiana, is issuing this RFI/SS announcement to identify potential alternate sources with the technical capability and facilities (located within the continental US) to refurbish Nulka MK234 canister sleeve assemblies and return them to a serviceable condition.� The full Original Equipment Manufacturer (OEM) process for refurbishment is unknown. The contractor is expected to develop the canister sleeve refurbishment process for submission as a technical data package to the Government. � Type of work may include: machining, grinding, riveting, metal work, painting, welding, sandblasting, mechanical testing, and electrical testing. The work is anticipated to be a recurring effort for 3 � 6 years with an annual count of 45 � 75 units. Canister assembly drawings are available. References ATTACHMENT 1. �Semi-exploded view of the Canister assembly main four assemblies. ATTACHMENT 2. �View of the canister sleeve assembly with outer skin removed and support rings exposed. ATTACHMENT 3. �Detail of Umbilical assembly, handles and humidity indicator. Contractors must be properly registered in the System for Award Management (SAM) and the Joint Certification Program (JCP) in order to receive the controlled attachments. The controlled attachments will be posted at the same time this announcement is posted. Canister Sleeve Assembly Description The canister sleeve forms part of the canister assembly (refer to Attachment 1). �The canister assembly is a hermetically sealed unit measuring 90.7 inches in length and 9.25 inches in diameter. �The canister main assemblies are: the canister sleeve assembly, lower end assembly, umbilical assembly, and the top assembly (refer to Attachment 1). �The work described in this RFI/SS involves the canister sleeve assembly only. The canister sleeve assembly uses a cold drawn aluminum tube as the inner pressure bore. �Bonded to this tube is a series of support rings that are uniformly spaced along the length of the tube. �A number of the support rings provide for mounting of the canister attachments, including the connector extractor mechanism and handles. �A cast aluminum end ring is fitted to each end of the tube assembly, the upper end ring accepts the top assembly and the lower end ring interfaces with the lower end assembly. �A formed aluminum skin is attached to the support rings and end skirts to form the canister outer skin (refer to Attachments 2 and 3). Description of Work Canister assemblies returned from service may be found to have incurred some damage to the canister sleeve assembly components (Outer skin, support rings, handles, connection points to other assemblies, see attachment C for more details). �Damage may have been caused by rough handling, water ingress, or corrosion. The following are examples of repairs: Minor/major corrosion damage Repair paint and plating damage, locally or by replacing item. Removal of minor corrosion to outer skin or support rings and apply paint scheme. Removal and replacement with a new outer skin due to major corrosion. Removal and replacement of umbilical assembly connector cover silicone rubber gasket. Removal and replacement of wire assemblies, Velcro straps, and other canister sleeve attachments. Outer skin removal has been performed at NSWC-CR using the following process: Outer 6061-T6 canister skin is attached via approximately 250-300 rivets and sealed with adhesive.� Rivet heads are ground off and punched out with a 1/8� punch.� Pry bars are then used to separate skin from adhesive.� Residual adhesive is then removed via angle grinder with rust removal wheel. Responses Respondents will not be notified of the results of this RFI/SS notice. �The information obtained from submitted responses may be used in development of an acquisition strategy and future solicitation. When/if the Government issues a solicitation for this effort, interested parties will be expected to thoroughly address the requirements thereof regardless of the circumstances surrounding this RFI/SS.� . Responses from Small and Small Disadvantaged Business firms are highly encouraged.� Firms responding should indicate if they are a small business, a socially and economically disadvantaged business, 8(a) firms, historically black colleges or universities, and minority institutions. Interested parties are encouraged to submit company and product literature, a white paper no longer than 10 pages addressing the vendor�s capabilities, relevant past performance as it relates to meeting the Government requirement, a budgetary cost estimate and/or other pertinent information.� Depending on the information provided and the detail included, the Government may perform further market research in the form of follow-up teleconferences or Microsoft Teams meetings to clarify items in an effort to better understand Industry responses.
