Description
In accordance with Federal Acquisition Regulation 15.201- Exchanges with Industry Before Receipt of Proposals, the Bureau of Reclamation, Missouri Basin Region will be holding an Industry Day Conference to discuss the future planned construction acquisition: �St. Mary Canal Diversion Works � Dam Replacement and Fish Modification.� Scope: The scope of the project includes the following: Constructing temporary diversion canal and temporary crossing; diversion and care of stream during construction; constructing cofferdam; removal and control of water; earthwork for structures, canal, and roadways; constructing cast-in-place concrete features; earthfill for diversion dam; furnishing and installing architectural features; installing water supply and treatment systems; furnishing and installing metal building systems; providing system control and monitoring; furnishing and installing electrical features; furnishing and installing mechanical features including fish screens, trashracks, stoplogs, trashrake, slide gates, radial gates, debris boom, and gate hoists; removal of existing features. Background: The St. Mary Diversion Dam and Canal were completed in 1915 as part of the Milk River Project (Project) in north-central Montana. The dam is located on the St. Mary River two miles southeast of Babb, Montana and is located approximately 0.75 miles downstream from Lower St. Mary Lake. The existing dam consists of a 198-foot long and 6-foot-high concrete weir and sluiceway. It diverts water from the St. Mary River into the St. Mary Canal through the gated headworks structure. Much of the dams existing structural components are dilapidated and in need of replacement. In 1999, the U.S. Fish and Wildlife Service (Service) listed Bull Trout (native to the St. Mary River) as a threatened species. The Service concluded that Bull Trout are negatively impacted by the Diversion Dam by acting as a passage barrier and entrainment in the canal. The current dilapidated structural components of the dam and the lack of fish passage and screening are the main reasons for this dam replacement and modification project. Who should attend: Companies with the technical expertise in heavy civil construction related to dam or water delivery infrastructure within the rules and regulations in the State of Montana and on the Blackfeet Indian Reservation. Purpose: The intent of Industry Day is for industry and Reclamation to improve the understanding of Government requirements and industry capabilities. As well, Reclamation is seeking feedback from industry on how to best combine the technical aspects of work to minimize risk to potential contractors and the government, project schedules, and overall cost. Industry day will allow attendees the opportunity to speak directly with Reclamation contracting officials and project leads about their capabilities and recommendations with the planned procurement activity. Date and Location: Industry Day will be held on September 7, 2022, via Microsoft TEAMS at 9:00 am MDT. Those that plan to attend will need to respond to the Contracting Specialist, Charlee Maurer via email by September 5, 2022, at 12:00 MDT. There is no registration fee to attend. Additionally, time will be provided for companies to meet one-on-one with the Government personnel for no more than 20 minutes each. If you are interested in participating in one of these sessions, please request this from the Contracting Specialist as well. These sessions will be scheduled in the order in which the request is received. Additional Information Industry Day does not constitute a formal solicitation for proposals or proposal abstracts. Attendance is voluntary and is not required to propose any potentially related agency announcements or potential solicitations on any discussed topics.
