Type of Notice: Special Notice� Title: Notice of Intent for Flux Tower EC Systems for USDA-ARS research facility in Davis, CA� Description:� THIS NOTICE OF INTENT IS NOT A REQUEST FOR PROPOSALS/QUOTATIONS.� This notice is for informational purposes only and is not to be construed as a commitment by the Government.� This procurement will be processed pursuant to FAR Part 12, Acquisition of Commercial Items and FAR Part 13, Simplified Acquisition Procedures.� No solicitation will be issued.� Potential sources who believe they can provide the services listed are invited to submit substantiating documentation in writing to the identified point of contact.� Information received will be considered solely for the purposes of determining whether to conduct a competitive procurement.� Oral communications are not acceptable in response to this notice.� A determination by the Government to compete this proposed contract based on responses to this notice is solely at the discretion of the Government.� Responses are to be received within seven (7) calendar days of this notice.� No telephone calls are being accepted.� The United States Department Agriculture (USDA), Agricultural Research Service (ARS), Pacific West Area, intends to award on a single source basis.� Purchase order type will be a Firm Fixed Price awarded to Campbell Scientific, Inc.� This is for Flux Tower EC Systems described below. NAICS Code is 334516. Delivery is 90 days after contract award.� Award is in accordance FAR 13.106-1(b)(1)(i).�� Flux Tower EC System Description Olives EC Flux Towers providing eddy-covariance (EC) system comprised of an open path gas analyzer and three dimensional (3D) sonic anemometer, which are of standard use nationally and internationally by AmeriFLUX and FLUXNET as well as the USDA-ARS LTAR network. SAWS requires 4 EC systems to estimate water, energy, and carbon fluxes typically observed over California orchards and other irrigated crops. We require the EC flux measurement systems with programmable dataloggers to fully integrate the open-path gas analyzer and 3D sonic anemometer as a single unit instead of separate sensors which will provide increased measurement accuracy. These sensors are complemented by several ancillary measurements, which are essential to contextualize the observation and accurate estimations of land surface fluxes. Sensors must be waterproof and rugged, be able to operate in -10 to 60 �C (or more) and in 0 to 100% humidity while providing accurate high frequency measurements. Sensor package must be able to be read with existing Campbell Scientific EZflux software. The tower package must include all the following components:�� -CR6 or equivalent measurement Control and Datalogger with 900Mhz radio� -900MHz 3dBd Omni Antenna with mounting hardware� -Surge Protection Kit 700-2700Mhz� -RG8 Antenna cable (12ft long) with type N male connectors� -Integrated CO2/H2O Open-Path Gas Analyzer & 3D Sonic Anemometer with barometric sensing� -2-conductor 16AWG power cable (50ft long) with tinned wires� -4 conductor 22AWG cable with drain (50ft long) with tinned wires� -Zero & Span Shroud Kit� -Zero Air Generator� -Molecular Sieve� -32 Channel 5V Analog input module� -TDR Soil Moisture Profile Sensor with 50ft of wire-tinned w/installation kit� -Radiometer that measures the energy balance between incoming and outgoing radiation w/mount� -Full-spectrum analog Quantum (PAR) sensor with 0 to 40 mV output w/mount� -Rain gauge to .01 inches w/ 50 ft cable and tinned wires w/mounting kit� -Soil rod insertion tool for soil/water sensors� -Sensor to PC interface (usb to serial adapter)� -Soil and Moisture temperature sensor with SDI-12 signal (w/50 ft and 33ft long wire-tinned)� -CR1000X or equivalent measurement control and data logger� -CR300-RF407 or equivalent datalogger w/900 Mhz radio� -900Mhz 9dBd Antenna w/type N female connector and mounting hardware� -Surge protection kit Type N to RPSMA 700-2700 Mhz w/18in. coaxial jumper and ground wire� -RG8 Antenna cable with two type N connectors� -8GB and 2GB micro SD cards� -Sierra Wireless Airlink RV50X or equivalent 4G Industrial LTE Gateway� -4G/3G Omni 2dBd Antenna w/Type N Female & CSI Mounting Hardware� -Outdoor Observation & Surveillance Field Camera (-40 to +60C) R2 w/RS-232 Comms w/mount� -20ft cable to connect camera to power and data� -16x18 and 10x12 Weather Resistant Enclosure boxes w/mounting hardware� -Stainless steel sensor crossarm bard w/braces�
