- Description
- This is a notice of intent to solicit from a single source. The U.S. Geological Survey (USGS), intends to negotiate a purchase order with UNAVCO of Boulder, CO. This action will result in a FY22 award for the procurement of supplies and installation of a Shallow Drilled Braced GNSS monument (SDBM) for high-precision monitoring of volcanic unrest and activity at Mount Rainier in Washington State. The USGS Cascades Volcano Observatory (USGS CVO) has secured approval for installation of additional monitoring stations in Mount Rainier National Park from the National Park Service (NPS), including the GNSS monument at Copper Mountain, which is also in Designated Wilderness. The proposal and approval are part of the Mount Rainier Lahar Detection System project. This procurement is intended to be an inclusive, one-vendor, solution that includes acquisition of required custom (and other) materials, transportation of materials to USGS CVO, travel costs, and installation by a qualified engineer. The result will be a robust GNSS monument in an under-monitored sector of Mount Rainier that adheres strictly to the NPS-approved USGS proposal. USGS CVO will provide some supplies and logistics as outlined in the Statement of Work with consultation from the vendor. The NPS-approved GNSS monument is a UNAVCO-specified Shallow Drilled Braced monument. The monument design is based on decades of experience with design, testing, and installation of high-precision monuments by the UNAVCO facility. The requirements include the following monumentation materials: custom-designed stainless steel rods modified for helicopter-supported transport, gussets, couplers, a SCIGN monument adapter/mount, a SCIGN radome, and appropriate non-shrink epoxy and drill bits. The service requirements include remote consultation from a field engineer or equivalent to determine logistics and supplies to be provided by USGS CVO. The contract also includes travel to and from USGS CVO for 7 consecutive days (including travel time and installation) after Labor Day 2022. The engineer will be required to hike up to 14 miles round-trip with up to a 40-pound pack of personal supplies to camp in the remote wilderness for up to 4 nights. The engineer must have extensive experience having installed multiple SDBM�s in remote areas in the past. The engineer must be able to drill, install monument legs, weld the legs, install and weld the SCIGN mount, and mount/level/orient the GNSS antenna and radome with some help provided by USGS CVO staff and volunteers. Award will be made in accordance with Federal Acquisition Regulation (FAR) 13.106-1(b) and the procedures at FAR Part 12 entitled, Acquisition of Commercial Items and FAR Part 13 entitled, Simplified Acquisition Procedures, Subpart 13.5. UNAVCO is, to the USGS� knowledge, the only source who can provide this service. The purpose of this notice is to satisfy the requirements of FAR Subpart 5.2. This notice of intent is not a request for competitive quotes. However, all responsible parties may submit a quotation by the closing date of this announcement which shall be considered by the agency. Said submission must be a detailed technical specification outlining how you will meet the requirements as listed in the first paragraph of this notice. No solicitation will be issued. A determination not to compete this action based upon responses received is in the sole discretion of the Government. The NAICS code for this action is 238210.
