Description
General Services Administration (GSA) seeks to lease the following space in Lacombe, Louisiana � Project No. 9LA2244 The space requirement will be designed to house a Weather Forecast Office for NOAA.� The mission of the agency is to provide real-time impact-based decision support services to federal, state and local partners before, during and after severe weather, hydrologic or other critical disaster events. State: Louisiana City: Lacombe Delineated Area: Starting at the intersection of CC 14 Rd and Firetower Road heading east on CC 14 to the intersection of CC14 and State Road 434; north on State Road 434 to the intersection of State Road 434 and Horse Shoe Island Road; west on Horse Shoe Island Road to the intersection of Horse Shoe Island Road and Firetower Road; south on Firetower Road to the aforementioned starting point. Minimum Sq. Ft. (ABOA): 11,614 ABOA SF Maximum Sq. Ft. (ABOA): 11,614 ABOA SF Space Type: Office and related space Parking Spaces (Total): 46 surface parking Parking Spaces (Surface): 40 surface parking Parking Spaces (Structured): No structured parking is required Parking Spaces (GOVs): 6 surface parking Full Term: 20 years Firm Term: 17 years Option Term: N/A Additional Requirements: The site proposed must provide a minimum of 2 acres of land and should not be irregularly shaped. The site must be zoned for proper use, or able to be re-zoned within the timeframe to be specified in the Government�s Request for Lease Proposals. The site shall provide for the office building requirement to include a weather balloon launching facility.� The weather balloon launching facility consists of a 4� thick 200 square foot concrete pad.� The pad must be located 100 feet away from structures and have four (4) � 3� conduits running to the building housing the Weather Forecasting Office. Offered space must be contiguous and have the potential for an efficient layout. The space will be staffed 24 hours a day, 365 days a year. The space will require 24/7 cooling and a 100% independently redundant HVAC system separate from base building systems.� Systems are required to be connected to an emergency generator. The agency requires uninterrupted access to the facility. In order to maintain operations at the Weather Forecast Office, a large Advanced Weather Information Processing System (AWIPS) Satellite Dish is required.� This essential device requires an unobstructed view of the Southern skyline at a specific azimuth in order to be functional.� The NWS Modernization Act requires �no degradation of services.� This was codified in the Code of Federal Regulations (CFR) as requiring 96% availability for the NEXRAD radar, which equates to only 29 hours of downtime per month. In order to meet this standard, the facility must be located in close approximation to the NEXRAD for technicians leaving the office to perform emergency repairs with minimal obstructions to reaching the radar.� (Within an hours drive and without having to drive through the 500 year flood plain or the Category 5 Hurricane surge areas) Space for a 60ft Rohn tower outside of any flight paths Must have multiple access points outside of the 500 year flood plain. (Mission is threatened if employees cannot leave to fix the equipment.) Access to the FEMA coordination point without having to cross through the 500 year flood plain.� Need to be near the FEMA coordination point at the Northshore Technical Community College located off of state road 434 for in-person Impact-Based Decision Support Services (IDSS) to FEMA as well as multiple parish emergency managers who set up their COOP sites at this coordination site during significant weather events. Needs to be in the same power grid as a hospital.� Under LA law, hospitals are the first to be reconnected to the power grid.� Site must be capable of adding an on-site diesel fuel storage tank with 1,000 gallons capacity sufficient for running a generator for a minimum of 7 days. The Government requires a fully serviced lease.� All services, janitorial supplies, utilities, partitioning and tenant alterations are desired as part of the fully serviced rent. Offered space must meet Government requirements for fire safety, accessibility, seismic, and sustainability standards per the terms of the Lease.� A fully serviced lease is required.� Offered space shall not be in the 500 year flood plain and sea, land and overland surges modeling must demonstrate that the space is not susceptible to flooding during a Category 5 Hurricane event. Entities are advised to familiarize themselves with the telecommunications prohibitions outlined under Section 889 of the FY19 National Defense Authorization Act (NDAA), as implemented by the Federal Acquisition Regulation (FAR).� ).� For more information, visit: https://acquisition.gov/FAR-Case-2019-009/889_Part_B. Expressions of interest must include the following information: Site location address and its latitude and longitude. Rentable square feet available and acreage and expected rental rate per rentable square foot, fully serviced. ABOA square feet to be offered, and expected rental rate per ABOA square foot, fully service.� Indicate whether the quoted rental rate includes an amount for tenant improvements and state the amount, if any. Date of space availability. Building/ land ownership information. Authorization to Submit / Representation Letter from the building/land owner. Amount of parking available on-site and its cost.� Include whether expected rental rate includes the cost of the required Government reserved parking. Energy efficiency and renewable energy features existing within the building, if applicable. List of building services provided, if applicable.
