- Description
- Document Type: Sources Sought Notice Solicitation Number: AMD-SS22-36 Response Deadline: August 24,2022 12:00 PM, EST Title: Ultra Low Noise DPSS Pump at 532NM Contracting Office Address Department of Commerce National Institute of Standards and Technology (NIST) Acquisition Management Division (AMD) 100 Bureau Drive Building 301, Room B129, Mail Stop 1640 Gaithersburg MD, 20899-1640 This is a Sources Sought Notice ONLY. Requests for copies of a solicitation will not receive a response. This Notice is for planning purposes only and is not a Request for Proposal or Request for Quotation or an obligation on the part of the NIST for conducting a follow-on acquisition. NIST does not intend to award a contract on the basis of this Notice, or otherwise pay for the information requested. No entitlement or payment of direct or indirect costs or charges by NIST will arise as a result of submission of responses to this Notice and NISTs use of such information. NIST recognizes that proprietary components, interfaces and equipment, and clearly mark restricted or proprietary components, interfaces and equipment, and clearly mark restricted or proprietary data and present it as an addendum to the non-restricted/non-proprietary information. In the absence of such identification, NIST will assume to have unlimited rights to all technical data provided in the response. NO SOLICITATION DOCUMENTS EXIST AT THIS TIME. NIST is seeking information from sources that are capable of providing one (1) Ultra Low Noise DPSS Pump at 532NM Summary of Requirements: The quantum measurement division explores fundamental aspects of the quantum nature of light and develops applications relating to metrology and other areas of NISTs mission including measurements at and below the standard quantum limit and quantum information. As a part of these efforts, NIST develops scalable sources of quantum states that can be made indistinguishable even if the sources are physically separated by large distances. The new source of photons will require an ultra-low noise laser source of optical power serving as a pump, to be purchased here. Scope: The quantum measurement division is building independent, spatially-separated, synchronized sources of identical single photons for quantum network experiments. Such experiments require precise phase and timing control of the quantum systems. We have identified a phase adjustable Ti:Sapphire laser that will operate the quantum sources at a number of nodes. The Ti:Sapphire laser must be pumped in such a way as to maintain the ultra-low noise levels and stability required for the optimal performance of our single-photon experiments. Thus, to support its mission, the quantum measurement division requires one ultra-low noise DPSS pump laser to serve as an optical pump for Ti:Sapphire laser(s) with sufficient optical power, beam quality, and noise characteristics, as identified below. The system shall meet or exceed the minimum requirements identified below. All items must be new. Used or remanufactured equipment will not be considered for award. Experimental, prototype, or custom items will not be considered. The use of gray market components not authorized for sale in the U.S. by the Contractor is not acceptable. All line items shall be shipped in the original manufacturers packaging and include all original documentation and software, when applicable. Contract Line Item Number (CLIN) 0001: The Contractor shall provide a quantity of 1 stand-alone ultra-low noise, high stability DPSS laser at 532 nm meeting or exceeding the following minimum specifications: Technology: Diode Pumped Solid State (DPSS) Pump power: >= 10 Watts Wavelength: 532 nm. Operating mode: Continuous Wave The pump medium should be a Neodymium-doped Vanadate material. Spatial mode: TEM00 beam Beam quality (M2 ) 100:1) Power Stability: <+/- 0.25% (pk-pk) (over 24 hours) Noise: <0.02 % RMS Warm-up time: <15 minutes. The pump laser is to include a steam distilled water thermal bath and which can be accessed to cool the Ti:Sapphire crystal in the mode-locked lasers. Beam Height: 5.7 - 6.1 inches. Operating temperature: within 18 to 32 deg C Operating RH: within 8 to 85% PC interface with operation software. New and with the full original manufacturers warranty. NIST is seeking responses from all responsible business sources to include small businesses AND U.S. manufactured items. Small businesses are defined under the size standard of 1,250 employees associated with the applicable NAICS code, 334510Electromedical and Electrotherapeutic Apparatus Manufacturing. Please include companys size classification and socio-economic status in any response to this notice. Interested parties shall describe the capabilities of their organization as it relates to the requirements described herein. Businesses able to provide the requested equipment are directed to email a detailed response describing their capabilities to Elizabeth.timberlake@nist.gov no later than the response date for this source sought notice. The report shall include any information relevant to the organizations capabilities to meet the requirements detailed in Summary of Requirements. Also, the following information is requested to be provided as part of the response to this sources sought notice: 1. Name of company/companies that are authorized provide product, their addresses, and a point of contact for the company (name, phone number, fax number and email address). 3. Number of days, after receipt of order that is typical for delivery of product. 4. Indication of whether the product is currently on one or more GSA Federal Supply Schedule contracts or any other government-wide contracts. If so, please provide the applicable contract number(s). 5. Indication of whether the product proposed is a commercial item, currently offered in the market place. 6. Interested vendors shall address their capability of providing Original Equipment Manufacturer (OEM) parts. 7. Any other relevant information that is not listed above which the Government should consider in developing its minimum performance requirements. Responses are limited to a total of twelve (12) pages in MS Word or PDF format. NIST invites all interested vendors to submit any questions or comments regarding the Draft Summary of Requirements via email to Elizabeth.timberlake@Nist.gov within 3 calendar days of the posting of this notice. NIST intends to then post an amendment providing responses to any questions received. Official responses to the Sources Sought Notice shall be submitted by August 24, 2022 at 12:00 pm ET.
