Description

THIS IS A NOTICE OF INTENT TO AWARD A SOLE SOURCE CONTRACT AND IS NOT A REQUEST FOR COMPETITIVE QUOTES.� IAW FAR 6.302-1(a) - Only One Responsible�Source and No Other Supplies or Services Will Satisfy Agency Requirements -�this purchase order is intended to be awarded as a sole source procurement�to AUDSOFT to develop an HL7-compliant interface between AudBase and the NIH Clinical Center�s EHR (CRIS Sunrise). The contractor will provide an interface and associated programing that will: 1. Identify orders in CRIS Sunrise that need to be created or updated. 2. Identify result components in CRIS Sunrise that need to be created or updated. 3. Create an outbound ADT interface from CRIS to AudBase for all CRIS patients. 4. Create an outbound ORM order interface from CRIS to AudBase with specified orderable items. 5. Create an inbound ORU result interface from AudBase to CRIS to include PDF and discrete results. 6. Provide project management that includes calls for the purpose of project discovery, generating and maintaining project plans and timelines, resources to ensure successful completion of the project, and project monitoring. 7. Provide on-site training and support to the end-user group, including the audiology and IT teams. This shall include any necessary documentation and training materials it has developed. Training material may be modified to suit the needs of NIH. 8. The contractor shall provide maintenance service in the form of periodic software updates and technical help support as part of the base price for the database and interface. Technical help support shall be available Monday through Friday during the contractor�s normal commercial business hours. This notice is not a request for competitive quotes.� However, any party that believes it can provide the cards within the short time frame in the specifications above may submit a written capability statement that clearly supports and demonstrates their capabilities. Responses to this notice shall contain sufficient information to establish the interested parties� bona-fide capabilities for fulfilling the requirement and include unit price, list price, shipping and handling costs, the delivery period after contract award, the prompt payment discount terms, the F.O.B. Point (Destination or Origin), the Dun & Bradstreet Number (DUNS), the Taxpayer Identification Number (TIN), and the certification of business size.� A determination by the Government to compete this proposed award based upon responses to this notice is solely within the discretion of the Government. In order to be considered for an award, an offeror must have completed the online electronic Representations and Certifications located at https://www.sam.gov in accordance with FAR 4.1201(a). By submission of an offer, the offeror acknowledges the requirement that a prospective awardee shall be registered in SAM at https://www.sam.gov/ prior to award, during performance, and through final payment of any contract, basic agreement, basic ordering agreement, or blanket purchasing agreement resulting from this solicitation (Lack of registration in the System for Award Management will make an offeror ineligible for award).� All responsible sources may submit an offer that may be considered by the Agency. It is anticipated that an award will be issued approximately five (5) days after the date of this notice unless the Government determines that another organization has the capability to meet this requirement.
