- This is a combined synopsis/solicitation for non-commercial items prepared in accordance with Federal Acquisition Regulation (FAR) Subpart 12.6, as supplemented with additional information included in this notice. Naval Surface Warfare Center Indian Head Division (NSWC IHD), located in Indian Head, Maryland intends to award a firm fixed price (FFP) purchase order using Simplified Acquisition Procedures in accordance for purchases not exceeding the simplified acquisition threshold of $250,000 for: GREEN HILL ANNUAL MAINT. This is a Brand Name Requirement.� This announcement constitutes the only solicitation. Quotes are being requested under Request for Quotation (RFQ) no. N00174-22-SIMACQ-E3-0061. The NAICS code is 511210 and the business size standard is 1,000. The provisions and clauses included and/or incorporated in this solicitation document are those in effect through the Federal Acquisition Circular. This RFQ incorporates all provisions and clauses in effect through Federal Acquisition Circular FAC 2020-01 and the Defense Federal Acquisition Regulation Supplement (DFARS) DPN 20190531. The Government will award a contract resulting from this solicitation to the responsible vendor whose quote, conforming to the solicitation that will be most advantageous to the Government, price and other factors considered. The Government intends to evaluate all timely quotes received from eligible vendors on a lowest price technically acceptable (LPTA) basis. The Government intends to evaluate quotations and award a contract without discussions with quoters. The Government reserves the right to conduct discussions if the Contracting Officer later determines them to be necessary. The Government will not be responsible for any costs incurred by responding to this notice. Evaluation Factors Price � Quotes must include all applicable costs. DUNS number and Cage Code. 4.� Include shipping (if applicable) The Points of Contact for this acquisition is christina.e.simpson@navy.mil ***SEE STATEMENT OF WORK*** STATEMENT OF WORK for FY 22 Green Hills License Green Hills Integrity development license for embedded systems Plus Existing Maintenance Renewal 1.0 BACKGROUND As required by PMS-408, the Joint Counter Radio-controlled Improvised Explosive Device Electronic Warfare (JCREW) project requires Naval Support Warfare Center Indian Head Division (NSWC-IHD) to maintain a development environment mirroring the development environment of the prime vendor. We must use the Green Hills software to monitor and verify the software products developed by the JCREW prime vendor and delivered to the Government for the JCREW System of Systems (SoS). A substitute/rival software cannot be used. Green Hills INTEGRITY is a runtime image that is linked in with application code compiled under ADAMulti (i.e. like a library). Green Hills ADAMulti is the required Integrated Development Environment (IDE) which includes C/C++ compilers, Debuggers, and Event Trace Capabilities for the Mounted, Fixed Site, and Dismounted versions of the JCREW) Increment One Build One (I1B1) systems. Green Hills ADAMulti in conjunction with the Integrity Real-time Operating System (RTOS) kernel provide the development, execution and test capabilities for the embedded Power architecture processors. This software is a critical need for the Government�s Software Support Activity (SSA) for the JCREW Program. 2.0 REQUIREMENTS The Contractor shall provide annual maintenance support for the below licenses: 3.1 AdaMULTI and Ada95 compiler Power Architecture INTEGRITY bundle with servers for INTEGRITY and the Green Hills Probe(rtserv mpserv isim) for INTEGRITY (including kernel awareness).
