Summary of Requirement The Government is issuing this Pre-Solicitation Synopsis for products and services to include production of hardware in support of the AN/SPQ-15(V) MK 6 MOD 1 Data Distribution System (DDS) programs. This procurement will address the need for the procurement of hardware in support of the AN/SPQ-15(V) Data Distribution System (DDS) programs. This hardware procurement will provide standard data and distribution systems from radar sensors to navigational and tactical displays, as well as durable and reliable state-of the-art equipment. It also includes sustainment for existing AN/SPQ-14(V) Advanced Sensor Distribution System (ASDS) and DDS installations. Contract Type: The Government plans to award one D-Type contract. The Government contemplates Firm-Fixed-Price (FFP) Contract Line Item Numbers (CLINs) for DDS Hardware production, Cost-Plus-Fixed-Fee (CPFF) Level of Effort (LOE) CLINs for Engineering Support Services, Cost-only ODC CLIN (travel only); and Not Separately Priced (NSP) CLINs for data deliverables. An Organizational Conflict of Interest (OCI) clause as defined by FAR 9.505 will be included in the resultant solicitation and contract. Period of Performance: The resultant contract award will have a five-year ordering period. Competition Approach: This requirement is currently designed as a Small Business set-aside in accordance with FAR Subpart 6.2, Full and Open Competition after Exclusion of Sources. Source Selection Procedures: Best-value continuum source selection procedures will utilized. Proposals will be evaluated in accordance with the Solicitation.
