- THIS DRAFT REQUEST FOR QUOTATION IS FOR INFORMATION ONLY. It is NOT a Formal Request for Proposal, a Request for Quotation, an Invitation for Bids, a Solicitation, or an indication that 377 MSG/PK will contract for these services contained in this ""Draft RFQ"". This ""Draft RFQ"" is part of a Government market research effort to determine the scope of industry capabilities and interest and will be treated as information only. This request is issued for the purpose of developing a viable RFP that will best communicate the Government's requirements to industry through this exchange of information. Responses to this request are voluntary and will not affect any contractor's ability to submit a proposal if, or when, an RFQ is released. The requested information is for planning purposes only and does NOT constitute a commitment, implied or otherwise, that a procurement action will be issued. No entitlement to payment by the Government of direct or indirect costs or charges will arise as a result of the submission of information in response to this request. Proprietary information shall NOT be submitted. The Government shall not be liable for or suffer any consequential damages for any improperly identified proprietary information. No award will be made as a result of this request. This request is for informational purposes only to promote exchanges of information with industry. The Government will not pay for any information and/or materials received in response to this request for information and is in no way obligated by the information received. REQUIREMENT INTRODUCTION The Government anticipates issuing multiple Basic Ordering Agreements (BOAs) to support a streamlined acquisition solution to provide the Department of the Air Force (DAF) with Bird Detection Radar (BDR) and Bird/Drone Detection Radar (B/DDR) units and support services to be competed among a pool of approved contractors. A BOA is a written instrument of understanding, negotiated between the Government and Contractor; it is not a contract. The purchasing organization (i.e., Ordering Activity [OA]) shall define individual requirements created in an independent scope tailored to the organization�s specific needs in future task/delivery orders.� The purchase of radar units and services under this Statement of Work (SOW) may occur as initial investments into detection radar technology; to recapitalize aging, inefficient BDRs currently maintained at DAF airfields; or to support sustainment of current radars on DAF installations.� The availability of funds within each Squadron, Wing, and/or Major Command will dictate the number of radar units acquired under this SOW.� The department-wide standup of BDR technologies involves over 59 DAF locations and within 140 Air National Guard units.� The BOA may also be opened up to the wider Department of Defense community as needs are identified. Acquisition under this BOA is accomplished through a Delivery or Task Order made by through Ordering Activities (OAs).� Each Order could include: Unit purchase of BDR or B/DDR with one-year equipment warranty and service support package, including radar site planning, delivery (Continental United States [CONUS] and/or Outside the Continental United States [OCONUS]), user training, and support service Five-year full-service system support program (e.g., to include maintenance, data storage, data analysis, and training)� BDR upgrade to include sUAS detection capability INSTRUCTIONS: The 377 Mission Support Group Contracting Division (377 MSG/PK) has developed this Draft Request for Quotation (RFQ) to solicit market research and/or information from industry to assist the Government with analysis of a Government requirement and provide insight on performance-based solutions, best practices, and potential issues. The Government is requesting that Contractors interested in and capable of fulfilling the subject requirement review the attached DRAFT RFP and provide a response to the government in accordance with the below submission requirements to encourage competition and exchanges of information: Please provide any questions, comments, and feedback on the attached RFQ and its attachments using Attachment 7 � Question and Answer Spreadsheet. Responses should contain your company's name, address, point of contact, phone number, and CAGE code. Please only provide feedback and questions for the attached RFQ and its attachments by the time and date specified in this announcement. Please submit all responses through e-mail to the points of contact identified in the section below. *** All questions, comments, and feedback on the attached Draft RFQ and its contents are due no later than Monday, 23 May 2022, at 4:00 PM MDT to Contracting Officer, Leann Lopez at leann.lopez@us.af.mil and Contract Specialist, SSgt Nathaniel Bovell at nathaniel.bovell@us.af.mil. A complied Questions and Answer (Q&A) document will be uploaded to SAM once ready.
