VA will conduct the procurement according to a combination of FAR Part 12, Acquisition of Commercial Items and Part 13, Simplified Acquisition Procedures as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. (ii) The solicitation number is 36C24522Q0846 and is issued as a Request for Quotation (RFQ). (iii) The provisions and clauses incorporated into this solicitation document are those in effect through Federal Acquisition Circular 2021-07, fiscal year 2022. Provisions and clauses incorporated by reference have the same force and effect as if they were given in full text. Johnson VA Medical Center is seeking to procure a point of care ultrasound unit. This unit will be used by Surgical Service to assist with IV insertion. Physical Characteristics: Portability: The point of care ultrasound unit must have the ability to be used across multiple hospital environments, including a zero footprint option for space-constrained rooms to accommodate all needs and areas of surgical service. Durability: The point of care ultrasound unit must be able to withstand a drop for a height of 3 feet/91.4cm. The system shall be safe and function normally after these drops. Ease of Use: The point of care ultrasound unit must have a touchscreen-based user interface that includes persistent capacitive touch panel where common controls can be found. Boot up time: The Point of Care Ultrasound must be less than 25 seconds from power-on to scanning. Preventative Maintenance: The point of care ultrasound unit must require very little to no preventative maintenance. Dimensions: The point of care ultrasound unit must fit within the following dimensions to meet the space constraints within the surgical service area. 17.6"" x 11.5"" x 4.8"" Technical Characteristics: Multiple transducer options: The point of care ultrasound unit must have multiple transducer options to allow for best images based on the site and use of images. Clear Images: The point of care ultrasound must have the capability of providing clear images at the patient s bedside. Protected Cables: Cable construction for the point of care ultrasound unit must have the ability to protect transducers from common abuse accident scenarios, like being rolled over, stepped on, or twisted, and help maintain image quality over the life of transducers. Transducer Connections: The point of care ultrasound unit must have the ability to switch exam types or transducers with ease. Storage: The point of care ultrasound unit stand must have a storage baskets, tray with lockable drawer, gel bottle holder, an AC cord retainer to prevent accidental removal of the AC power cord, and casters to improve portability. Needle Imaging Support: The point of care ultrasound unit must be have technology that improves needle reflectance and contributes to needle visibility during a steep angle approach for deep targets. (x) 52.212-3 Offeror Representations and Certifications - Commercial Items- the Offerors must complete annual representations and certifications electronically via the System for Award Management (SAM) website located at https://www.sam.gov/portal in accordance with FAR 52.212-3, Offerors Representations and Certifications Commercial Items. If paragraph (j) of the provision is applicable, a written submission is required. (xi) 52.212-4 Contract Terms and Conditions - Commercial Items: applies to this acquisition.
