Description
The Federal Bureau of Prisons (Bureau) is an agency of the Department of Justice (DOJ). It consists of 122 institutions throughout the United States, including Hawaii and Puerto Rico; 6 regional offices, a Central Office (headquarters), 2 staff training centers, 22 Residential Reentry Management Offices, and 6 Community Treatment Services (CTS) field offices. The Bureau is committed to providing high-quality, evidenced-based programs and services for all federal offenders residing in the community. The CTS Contracting Section is responsible for procuring community based mental health and substance use disorder, including medication assisted treatment (MAT), services by utilizing community treatment providers in areas where offenders are located. In the District of Columbia (D.C.), two separate Residential Reentry Centers (RRCs) for male and female Bureau offenders, respectively, have provided pre-release community placement. For offenders eligible for home confinement, placement at an offenders residence in the D.C. area, to include locations in close proximity in Maryland and Virginia, are also utilized. Whether at an RRC or on home confinement in the D.C. area, offenders receive substance use disorder, mental health, and psychiatric services through community treatment providers in D.C. contracted by the Bureau. Currently, two CTS contracts provide treatment services in D.C. Two contracts were awarded due to the high volume of Bureau offenders who needed substance use disorder, mental health and psychiatric services, especially when the male RRC had offenders residing at the facility. The two contracts also offered accessible locations for offenders using public transportation for their in-person appointments. Offenders are referred to either contract location as referrals are split between the two contracts.
