Point of Contract:� Vincent Lynch, Contracting Officer, ph(202) 366-9568 Title: �Bridge Contract for Office of Vehicle Safety Compliance (OVSC) FMVSS 105, 126, 135 testing program Description(s): The United States Department of Transportation�s (DOT) mission is to save lives, prevent injuries, and reduce economic costs associated with motor vehicle crashes.� In support of DOT�s mission objectives, the National Highway Traffic Safety Administration (NHTSA) promulgates Federal Motor Vehicle Safety Standards (FMVSS).� Manufacturers of motor vehicles and items of motor vehicle equipment are required to certify that each product they sell in the United States meets the requirements of all applicable Federal Motor Vehicle Safety Standards (FMVSS). Under the compliance test program, NHTSA�s Office of Vehicle Safety Compliance (OVSC) selects vehicles and items of motor vehicle equipment for compliance testing by qualified independent testing laboratories.� OVSC relies upon the data and analyses generated by the testing to determine whether vehicle manufacturers� self-certifications are valid.� Background: The National Highway Traffic Safety Administration�s (NHTSA) mission is to save lives, prevent injuries, and reduce traffic-related health care and other economic costs. The agency develops, promotes, and implements effective educational, engineering, and enforcement programs with the goal of ending vehicle crash tragedies and reducing economic costs associated with vehicle use and highway travel. The Office of Vehicle Safety Compliance conducts extensive research, development, testing, crash investigation, and data collection and analysis activities to provide the scientific basis needed to support the Agency�s motor vehicle and traffic safety goals. In addition to supporting internal NHTSA efforts, NHTSA-sponsored research provides high-quality publicly accessible data that serves as the basis for countless other research endeavors. As part of its mission to reduce fatalities and injuries caused by motor vehicle crashes, the National Highway Traffic Safety Administration promulgates Federal Motor Vehicle Safety Standards (FMVSS) through vehicle compliance testing under IDIQ Multi-Standard Vehicle Testing Contracts. Manufacturers of motor vehicles and items of motor vehicle equipment are required to certify that each product they sell in the United States meets the requirements of all applicable safety standards. Objective: The objective is to perform inspection and compliance testing services to determine conformance of motor vehicles to the requirements of the Federal Motor Vehicle Safety Standards (FMVSS). The work described in this procurement will enable the agency to meet its mission by assuring that motor vehicles meet the requirements of the safety standards. Capabilities: The corporate capability statement must address the capabilities necessary to accomplish the scope outlined above as well as the additional tasks and characteristics given below: B.l SUPPLIES/SERVICES The Contractor shall provide the necessary qualified personnel, facilities, materials, supplies, equipment, and services as identified in the SOW, which are necessary to perform the Compliance Test Program for the following Federal Motor Vehicle Safety Standards (FMVSS): FMVSS No. 105 �Hydraulic and electric brake systems� FMVSS No. 126 �Electronic stability control systems� FMVSS No. 135 �Passenger car brake systems� At the time of award, the contractor must have all necessary personnel, facilities and equipment. Results of work conducted under this contract will facilitate the reduction of motor vehicle crash-related injuries and fatalities. Format of Corporate Capabilities Statement: The anticipated period of performance is for a base period of six (6) months with one (1) 6-month renewal option period for a total of up to one (1) year. An IDIQ type Contract is anticipated. Interested firms should identify their capability provide the services described above. The written response must include detailed information relating to the specific data being requested. Expressions of interest without sufficient detail to permit evaluation of one�s ability to provide the requested information will not be considered. This notice of intent is not a request for competitive proposals nor is a Request-for-Proposal solicitation document currently available. A determination by the Government not to compete this action based upon responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive acquisition. �In the absence of responses from interested firms demonstrating their capability, NHTSA intends to request a proposal from Transportation Research Center (TRC) on a noncompetitive basis for the work described. Responses must be received by the listed procuring office with 15 days from the date of publication of this notice.
