- 22_343_389AAG ***Department of Commerce, National Oceanic and Atmospheric Administration (NOAA), National Marine Fisheries Service (NMFS) Southeast Fisheries Science Center, intends to negotiate, on a sole source basis, under authority of FAR 13.106-1(b)(1), for the National Marine Fisheries Service (NMFS) for Archival satellite tags� ***The sole source determination is based on the National Oceanic & Atmospheric Administration�s (NOAA) NMFS requirement for multiple projects as described below:� Project 1 - collecting data from satellite tags attached to Manta Rays and Dusky Sharks in order to conduct programmatic research in determining movement and habitat. These Survivorship PAT-355H and AM-P348K-00 MiniPAT-348K, tags are attached to the species and collect raw data critical for a complete analysis and comparison with previous data. Satellite tags provide high- resolution data, which will be most relevant to estimates of movement and post-release mortality in longlines. The survivorship tag (sPAT) is a pop-up archival transmitting tag (PAT tag, also known as a PSAT) specifically optimized for short-term survivorship studies. The sPAT uses a suite of sensors and algorithms to monitor the status of the tagged animal for up to 60 days. MiniPAT tags are also a pop-up archival transmitting tag that are programmed to archive longer term pressure (depth), temperature, and geolocation (light intensity) data at specific intervals and provide robust information on habitat use and movements. Delivery within 60 days of award date. The PAT-355H Survivorship tag is a pop-up archival transmitting tag (PAT tag, also known as a PSAT) specifically optimized for short-term survivorship studies. The sPAT has a significantly lower price, yet still retains the same ability to determine premature detachment or probable fish mortality. It is designed for studies where survivorship and a large sample size within a limited budget are the main objectives. The AM-P348K-00 MiniPAT-348K is a pop-up archival transmitting tag (PAT tag, also known as a PSAT) specifically optimized for determining long term habitat use and movement studies. Two other companies manufacture PSATs. However, these tags will not be fully compatible with the existing historic database of information collected from other Wildlife computer tags. In addition, access to the raw data provided by these tags is critical for a complete analysis and a comparison with previous data. Due to software proprietary rights, the other tag manufacturers do not supply the raw data. Project 2 - Procure Archival Satellite Tags to be deployed on oceanic manta rays in the coastal waters around the West Delta and Southeast Pass of the Mississippi River in Louisiana to determine habitat use, movement and connectivity. The data collected will be integral in the proper management of oceanic mantas, which have recently been listed as threatened under the U.S. Endangered Species Act. � The MiniPAT is specifically designed to track the large-scale movements and behavior of fish and other animals which do not spend enough time at the surface to allow the use of real-time Argos satellite tags. SPOT tags on the other hand send out short transmissions to the Argos satellite system when at the surface. Wildlife Computers has designed these tags specifically for applications like the current project. They are set up and ready to deploy upon shipment and are the only product that will meet the government's requirements for this project.� Delivery is in two phases over one year.� � ***This notice of intent is not a request for competitive proposals and no solicitation package is available. However, firms that believe they can fully meet the Government�s requirements may submit substantiating documentation in writing to the identified point of contact within 15 days after publication of this synopsis. Such documentation will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to conduct a competitive procurement, based upon responses to this notice, is solely within the discretion of the government.
