Description
NASA/GSFC has a requirement for multidiscipline engineering support services and related services to the Applied Engineering and Technology Directorate (AETD) as required, for the study, design, systems engineering, development, fabrication, integration, testing, verification, and operations of space flight, airborne, and ground system hardware and software, including development and validation of new technologies to enable future space and science missions. NASA/GSFC intends to issue a sole source contract extension to acquire the services from Science Applications International Corporation (SAIC).� NASA/GSFC intends to extend the current contracts� effective ordering period by an additional six (6) months with a six (6) month option.� This extension will allow for the continuation of mission critical services under the OMES II contract through June 30, 2023, for the six (6) month base period, and, December 30, 2023 for the six (6) month option period, by which time the follow-on, competitive contract is expected to be awarded.� This is a Cost-Plus-Fixed-Fee (CFPP), Single-Award Indefinite Delivery Indefinite Quantity (IDIQ) contract, NNG17CR69C.� The rationale supporting this sole source award to SAIC is in accordance with 10 U.S.C 2304(c)(1), as implemented by FAR 6.302-1 �Only one responsible source and no other supplies or services will satisfy agency requirements� and is based on the nature of the work to be performed, and the fact that NASA/GSFC currently has a competitive follow-on procurement underway. The Government does not intend to acquire a commercial item using FAR Part 12. ��� Interested organizations may submit their capabilities and qualifications to perform the effort electronically via email to James H. Kim (james.h.kim@nasa.gov) not later than 5 PM EST on August 25, 2022.� Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this acquisition on a competitive basis.� A determination by the Government not to compete this acquisition on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the Government.
