- Description
- This is a notice of intent, not a request for a quotation. A solicitation document will not be issued and quotations will not be requested. The National Institutes of Health (NIH) intends to award a fixed price contract with a twelve (12) month base year to Cook Medical, LLC (Cook Medical), Bloomington, IN 47404 on a sole source basis to provide drainage tubes and catheters to the Interventional Radiology department at the NIH Clinical Center (CC). Interventional Radiology is responsible for all the image-guided procedures in the Radiology and Imaging Sciences within the CC. Interventional Radiology services are crucial to the care and treatment of patients throughout the CC. The image-guided therapy section has a minimally-invasive, image-guided oncology initiative that includes basic bench, in vivo, engineering, and clinical research, combining multimodality electromagnetic tracking and on-line navigation tools to improve accuracy and outcome. Other areas of clinical activity in image-guided therapy include heat activated targeted drug delivery, image-guided ablation with RFA, microwave, or HIFU, percutaneous injection gene therapy, serial biopsy, thrombolytic therapy, re-opening of vasculature, and Interventional Oncology. Cook Medicals catheters and drainage tubes are currently used by the Interventional Radiology department and are compatible with the catheters and wires that the department presently employs for these procedures; which make for efficient and successful procedures. The items are being ordered to replenish the depleting stock items currently supplied by Cook Medical and are essential for the physicians to perform needed and approved protocols and patient care. Cook Medical is the departments physicians preferred source for this requirement based on specificity, application, and the urgent need of these catheters and drainage tubes. This acquisition is being conducted using policies unique to the Federal Acquisition Regulation (FAR) Part 13 Simplified Acquisition Procedures, Subpart 13.106-1(b)(1), For purchases not exceeding the simplified acquisition threshold (SAT), contracting officers may solicit from one source if the contracting officer determines that the circumstance of the contract action deem only one source reasonably available. Contracts awarded using FAR Part 13-Simplified Acquisition Procedures are exempt from the requirements of FAR Part 6-Competition Requirements. Interested parties may identify their interest and capabilities in response to this posting. The determination by the Government not to compete the proposed requirement based upon responses to this notice is solely within the discretion of the Government. Comments to this announcement, referencing this posting number, may be submitted to the CC, Office of Purchasing and Contracts, prior to the closing date specified in this announcement, electronically to the attention of Kerry-Ann Chisholm, Contract Specialist, kerry-ann.chisholm@nih.gov by the due date and time marked in this notice.
