- Page 1 of 2 DEPARTMENT OF VETERANS AFFAIRS Office of Procurement, Acquisition and Logistics (OPAL) Strategic Acquisition Center (SAC) 5202 Presidents Ct, Suite 103 Frederick, MD 21703 NOTICE OF INTENT TO SOLE SOURCE Brief Description of Services: The MISSION Act of 2018 mandates the VA to deliver an excellent experience of care for Veterans, families, and caregivers, VA implements the MISSION Act (Maintaining Internal Systems and Strengthening Integrated Outside Networks) consistent with the legislation that is previously named. The MISSION Act will enhance the Veteran experience through an improved community care program that allows VA to partner with community providers to augment access to VA health care. Furthermore, consistent with the MISSION Act, the VA is required to perform quadrennial Market Assessments. All the data elements that can be extracted from DHC HIMMS Analytics Logic Platform are key data points that feed the Data Discovery and Findings (DD&F) document for each of our 95 markets for Commercial providers data. Since the VA is required to perform quadrennial Market Assessments, this application will be needed as it was during the previous cycle of Market Assessment. Reason for Sole Source: This activity proposes to make a non-competitive award (sole source) to Definitive Healthcare, LLC a Large Business for subscription services to the Definitive Health Care Database. In accordance with FAR 6.302-1 Only one responsible source and no other supplies or services will satisfy agency requirements: Authority Citations: 10 U.S.C.2304(c)(1) or 41 U.S.C.3304(a)(1). When the supplies or services required by the agency are available from only one responsible source, or, for DoD, NASA, and the Coast Guard, from only one or a limited number of responsible sources, and no other type of supplies or services will satisfy agency requirements, full and open competition need not be provided for. The contracting officer may do so in accordance with FAR 6.304 if the following criteria are met: For a proposed contract not exceeding $750,000, the contracting officer s certification required by 6.303-2(b)(12) will serve as approval unless a higher approving level is established in agency procedures. In accordance with FAR 6.305(a) the justification supporting this action will be made publicly available within 14 days after contract award.
