- 11 August 2022 The purpose of this posting is to provide responses to comments and questions posed by industry following the recent posting on July 13, 2022, and to continue iterative releases of draft documents. The GSP PWS and attachments (previously called exhibits) include changes in response to comments/questions and programmatic updates. The Proposal Instructions (-1) Basis of Award (-2), and Technical Qualification Worksheet have been revised based on comments from industry partners. Addendum 52.212-1 Basis of Award (Revised) Addendum 52.212-2 Proposal Instructions�(Revised) Attachment 8 Technical Qualification Worksheet�(Revised) GSP IPT Response to Industry Questions & Comments regarding July 13, 2022 posting The DHA appreciates your continued support and interest in the GSP effort.� Unfortunately, to additional comments and questions on the aforementioned documents. Further, DHA no longer anticipates releasing a draft Request for Proposal (RFP) in August 2022 for industry comments and questions. However, the GSP team anticipates conducting a pre-solicitation conference in September 2022 and welcome your participation. Additional information will be forthcoming at a later date regarding the conference. Please continue to monitor this notice for future draft document releases, news, and updates. 3 August 2022 Notice of Potential Organizational Conflicts of� Interest (OCI) The purpose of this posting is to assist potential offerors in building their teams for the upcoming EITS GSP solicitation by identifying certain ineligible companies. The DHA appreciates your continued support and interest in the GSP effort and welcomes additional comments and questions on the Notice of Potential Organizational Conflicts of Interest (OCI) document provided.� Please submit all questions to the Contracting Officer, Dr. Jerome Watkins at Jerome.e.watkins.civ@health.mil no later than 9:00AM (CST-San Antonio Local), 18 August, 2022.� 13 July 2022 The purpose of this posting is to provide responses to comments and questions posed by industry following the recent posting on May 13, 2022 and to continue iterative releases of draft documents. The GSP competitive acquisition will be conducted in accordance with FAR Part 15 Contracting by Negotiation.� Within the best value continuum, FAR 15.101 defines best value as using any one or a combination of source selection approaches.� The source selection approach to be used on GSP will be based on neither the Lowest Price Technically Acceptable (LPTA) approach nor the Tradeoff approach.� In accordance with FAR 15.304(c)(1)(ii) and the definition of �qualifying offeror� at FAR 2.101, GSP will make multiple awards for the same or similar IT services to all qualified offerors.� Price or cost shall not be considered as an evaluation factor for award of the MA IDIQ, but shall be one of the factors in the selection decision for each Task Order placed under the MA IDIQ. Only the MA IDIQ contracts and guaranteed minimum Task Orders award are anticipated to be awarded with the upcoming solicitation. Initial GSP Task Orders are expected to be issued in first quarter of calendar year 2023. How many total Full Time Equivalents (FTEs) does your company employ (this may include W-2 & 1099 status employees)? When responding to questions 2-5 below, both Government and non-Government projects may be included.�� Also, please limit responses to projects that include one or more of the nine GSP scope areas (refer to the attached GSP Scope Document dated July 2021�for further description of the requirements.) 2. List the cities, states and/or military installations where your company performed at any time in the past three years. 3. Identify any limitations to FTE count your company may have in performing GSP requirements. 4. Identify any limitations to geographic boundaries (e.g., OCONUS/CONUS, number of states, facilities, distance between locations) your company may have in performing GSP requirements. 5.
