Description

The United States Department of Transportation (DOT), Office of the Assistant Secretary for Research and Technology (OST-R), Volpe Center, Office of Positioning, Navigation and Timing (PNT) & Spectrum Management (Office) intends to issue a sole source Request for Proposal to MITRE Corporation, Mclean, VA. The RFP will be for the award of an Indefinite Delivery-Indefinite Quantity (IDIQ) contract with Fixed-Priced/Labor Hour task orders.� The period of performance/ordering period will be 5 years from date of award.� The Volpe Center is responsible for coordinating the development of Departmental positions on PNT and Spectrum Policy to ensure safety, mobility, and efficiency of the transportation network.� The Office plays a key role leading the Department�s broad responsibilities on PNT matters.� These responsibilities focus on Global Positioning System (GPS) interference, developing GPS civil requirements, and coordinating civil PNT funding.� In addition, the Office provides civil PNT systems and policy analysis and PNT coordination for all Federal civil Departments and Agencies. In accordance with FAR 6.302-3, full and open competition need not be provided for when it is necessary to award the contract to a� particular source or sources in order to establish or maintain an essential engineering, research, or development capability to be provided by an educational or other nonprofit institution or a federally funded research and development center. Due to increasing threats to PNT, recently released legislations, policies, and Executive Orders (EOs), there is renewed focus on strengthening PNT resiliency and integrity.� These authorities include Space Policy Directive 7 (SPD-7), EO 13905 - Strengthening National Resilience Through Responsible Use of PNT Services, and the Federal Radionavigation Plan.� It is the DOT�s responsibility to implement and support these initiatives. The Volpe Center directly supports DOT and the Office of PNT and Spectrum Management initiatives and is currently tasked with supporting the following PNT areas: a) PNT spectrum interference monitoring; b) Complementary PNT (CPNT) and GPS Backup solutions; c) Jamming and spoofing techniques; d) GPS civil requirements development; e) Civil PNT systems and policy analysis f) PNT for Highly Automated Systems (HAS) and the Highly Automated Systems Safety (HASS) Center of Excellence (COE) g) PNT profiles development h) Sensor development and analysis for Autonomous Vehicles PNT (AVPNT) i) Analysis of Dual Frequency Multi-Constellation Service and Advanced Receiver Autonomous Integrity Monitoring (ARAIM). The North American Industry Classification System (NAICS) Code is 541330-Engineering Services, for this acquisition with a small business size standard of $16.5 million. The Volpe Center will issue RFPs and amendments to RFPs electronically.� Paper copies of the RFP or amendments will not be available.� The solicitation and any documents related to this procurement will be available in electronic format only from the Government-wide Point of Entry at the Contract Opportunities website at the following address: https://www.SAM.gov.
