- The objective of this study is to use any and all information available provided by the installation, and through site visits and meetings with installation representatives, to identify opportunities the installation can potentially install new Best Management Practices (BMP) to create excess Total Phosphorus (TP) reduction to optimize future MILCON design initiatives. The A/E shall work closely with Base Planning, Environmental (Water Program Manager), and Virginia Department of Environmental Quality (VDEQ) to identify areas that are in the best interest of the installation to install new BMPs to create excess TP reduction amounts for future MILCON of 10,000 ft.2 or more. The new BMPs would provide for construction only and not the Chesapeake Bay TMDL reductions. The target load for TP reduction for MILCON project areas ? to 1 acre is 0.41 lbs./acre/yr. For projects at 10,000 ft.2 and less than an acre the reduction is 10% of TP. The A/E shall identify the best opportunities for the installation to install new BMPs at the lowest possible cost to the government and generate the most stormwater TP reductions for future MILCON projects with regards to runoff and TP. The BMPs that will be tied to future development will have to remain undisturbed and marked to prevent any future development after installation. BMPs may only be selected from the current VA DEQ BMP Clearinghouse. The study shall consist of a JBLE-Langley BMP ""Master Plan"" including a description of all different types of BMPs and which type of BMP or a combination there-of would be best suited for JBLE-Langley. The deliverable should also include an itemized spreadsheet consisting of a unique identifier per each proposed site, location, type of BMP to be installed, estimated cost to install the BMP and the TP reduction generated by each BMP installed. (For example, a grass channel stormwater function reduces TP 24%, the question that needs answering is how much grass channel (linear ft.) is needed to reduce annual TP below 0.41 lbs./acre/yr.) Expected maintenance costs should be taken into consideration as a selection variable as well. The spreadsheet should be able to be easily sorted by cost, type of BMP, number of SW credits generated etc., with the top proposed sites producing the most SW credits at the lowest possible cost in the most opportunistic locations. The spreadsheet should correlate to a map generated by the awarded bidder in GIS that identifies the location of all existing BMPs and the proposed location for all new BMPs. The installation has well documented the location of,condition and description of all existing BMPs. All of this information will be turned over to the awardee as well as any necessary required base maps in GIS. The Final Chesapeake Bay Phase II TMDL Action Plan, 2019 indicated that if the existing and proposed BMPs considered in their analysis were maintained and fully functional to design performance, the base will meet its second permit cycle reduction requirement goals for all pollutants of concern (POCs). The objective of this study is to update these analyses to account for all pending BMPs and new sources not included in the initial evaluation and to assess the need to expedite proposed BMPs installation or supplement BMPs to specifically address TMDL reduction requirements in addition to climate change impact.
