- Page 3 of 3 The Department of Veterans Affairs, Network Contracting Office (NCO) 2, James J. Peters VA Medical Center, Bronx New York, intends to negotiate and award a sole source contract under the authority of 41 U.S.C 253(c) (1) - FAR 6.302-1 Only one responsible source and no other supplies or services will satisfy agency requirements, to BBLM Architects PC, 924 Cherry ST FL 1, Philadelphia, Pennsylvania 19107-2411. BBLM Architects shall provide continued construction period services (CPS) as well as redesign services related to the construction project for which they have completed the designs and construction documents. Place of performance: VA New Jersey Health Care System, Lyons Campus, 151 Knollcroft Road, Lyons, New York 07939 Period of Performance: The period of performance is 90 calendar days from award notice. This notice of intent is not a request for proposals; interested parties may express their interest by providing a capabilities statement no later than Monday, August 29, 2022 at 9:00 AM EDT. The capabilities statement must provide clear and unambiguous evidence to substantiate the capability of the party to provide the required services. A determination not to compete this proposed contract upon receipt of responses to this notice is solely within the discretion of the Government. Verbal responses are not acceptable and will not be considered. If after Monday, August 29, 2022 at 9:00 AM EDT, no viable responses have been received in response to this announcement, Department of Veterans Affairs shall negotiate solely with BBLM Architects PC. The Government believes that the services outlined below in the Statement of Work (SOW) cannot be provided by another firm within a timely and practical manner. The Government believes that it would be highly unusual for another design professional to take on the aforementioned responsibilities, which are generally incidental to an overall agreement for preparation of plans and specification. This notice of intent to award a sole source contract is not a request for competitive proposal. There will be no solicitation available for competitive proposal. Phone calls will not be accepted. The point of contact for this action is Ms. Mitchelle Labady, Contracting Officer at Mitchelle.Labady@va.gov The Government anticipates awarding a firm-fixed- price contract. A determination whether to compete this proposed requirement based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. STATEMENT OF WORK PROJECT OBJECTIVE: The contractor shall continue to furnish all necessary professional architecture/engineering (AE) services to support the completion of the construction work of the Completion of the Community Living Center (CLC Phase IV) Addition Project 561A4-22-102 at the VA NJ Health Care System, Lyons, NJ in accordance with the Scope of Work. Scope of Work The architect/engineering firm will inspect and assess the previously completed work and provide modifications to the existing drawings and specifications that clearly outline and describe the work needed to complete the project as phased on the original design. The A/E will show work that requires replacement or corrections. The A/E will provide new bid documents. The design package will include but not limited to the following: 1. List the existing inventory of equipment and material stored at the Phase IV site. 2. Prepare a plan to repair the damaged roof/patio system on the second level North of the existing B-135 Dining Room. 3. Inspect installed electric and plumbing. 4. Design HVAC system to comply with current VA guidelines. 5. Modify existing drawings to show completed work. 6. Modify the phasing of the project if needed. 7. Review the installation drawings for the audiology booth to insure that under slab conduits are not impacted. 8. Arrange for the installed roofing system to be inspected. 9. Develop a plan to complete all work previously installed so that Phase I can be occupied. -- END OF NOTICE --
