Notice of Intent to Sole Source The Agriculture Research Service (ARS)� intends to negotiate on a sole source basis a firm-fixed-price contract with Abbott Laboratories Inc. for Annual Preventive Maintenance Service Contract for Abbott CD Ruby Analyzer for the NDPA Grand Forks Human Nutrition Research Center Grand Forks, ND. Intended Recipient: The USDA Plains Area (PA) NDPA Grand Forks Human Nutrition Research Center, 2420 2nd Ave N, Grand Forks, ND 58203. Intent to Sole-Source: USDA PA �intends to negotiate on a sole source basis a firm-fixed-price contract with Abbott Laboratories Inc. for the purchase of Annual Preventive Maintenance Service Contract for Abbott CD Ruby Analyzer (serial # 55811BG) for the NDPA Grand Forks Human Nutrition Research Center Grand Forks, ND. Sole Source Justification Abbott Laboratories Inc. is the sole provider of preventative maintenance services on the Abbott CD Ruby Analyzer (serial # 55811BG), due to proprietary equipment specifications and software. Therefore, Abbott Laboratories Inc. is the only source of the required service for the USDA PA NDPA Grand Forks Human Nutrition Research Center and is the only source that can reasonably meet the Government�s needs. This requirement will be procured in accordance with the procedures of FAR Part 13.106-1(b)(1)(i). In accordance with 5.207(c)(16)(i), all responsible sources may submit a bid, proposal, or quotation which shall be considered by the agency. Responses to this notice must demonstrate clear and convincing evidence that competition would be advantageous to the Government, would not be cost or time prohibitive, and that the interested potential Offeror can meet the needs of the Government as stated above. Information received will be considered for the purposes of determining whether to conduct a competitive procurement. The Government will not be responsible for any costs incurred by responding to this notice. Responses must be received via email at james.porter@usda.gov by 9:00 AM CST on August 15, 2022.
